Roblox has become a flashpoint in Southeast Asia’s debate over child safety online, as officials scrutinise whether young users are being exposed to harmful subcultures on the gaming platform. But analysts warn that it might just be a convenient scapegoat for wider failures in how children are protected online and offline.
Most recently, Roblox has been linked to the August 18 school shooting in the southern Philippine city of Zamboanga, where a Grade 9 student brought two firearms to a private school, live-streamed the attack and killed one schoolmate before taking his own life.
Authorities were quick to identify the cause.
The suspect was a “Roblox fanatic”, Zamboanga Mayor Khymer Adan Olaso said.
Characterising the attack as a “case of desensitisation to violence” linked to the games children play online, Interior Secretary Jonvic Remulla called for a total Roblox ban on August 20.

Remulla had said a day earlier that authorities had a “great degree of confidence” that Roblox had influenced the shooter’s actions, even as they had yet to conduct a forensic examination of his devices. “Roblox in itself is not a dangerous game. It is the chat group … that is where the coaxing happens, where the radicalisation takes place.”
Roblox, which reported 123 million average daily active users globally in the second quarter of this year, is not a single game but an online platform built around user-created virtual worlds, play and chat – features that safety advocates say can make it easier for children to encounter strangers or be drawn into harmful communities.
Online games have been scrutinised as a potential pathway for radicalisation since a Tacloban school shooting that killed three students in June. One of the suspects was found to have been an avid GoreBox player – prompting the cybercrime unit to block access to the violent game while investigators assessed its role in the attack.
Roblox blocks
On Thursday, Philippine officials met Roblox executives in Singapore to discuss measures to protect Filipino children from online harm.
After the meeting, Department of Information and Communications Technology Secretary Henry Aguda said Roblox had agreed to strengthen child-safety protections for users in the Philippines – including age verification, parental controls, faster removal of harmful content and closer cooperation with law enforcement.
Roblox has said it has “advanced safeguards and robust safety policies” to protect users, such as filters to block the sharing of personal information, age checks before users can access chat, AI detection systems, safety teams, reporting tools and cooperation with law enforcement. This Week in Asia has contacted Roblox for comment.
The platform has also been tied to concerns over grooming and exploitation. On June 30, the National Bureau of Investigation arrested a 19-year-old man in Pampanga province for allegedly persuading minors to engage in sexual activity and send sexually exploitative images in exchange for Robux, Roblox’s digital currency.

Concerns over Roblox-linked content have also surfaced in Singapore. In May, authorities detained a 14-year-old boy who they said had been preparing to carry out a mass-casualty stabbing attack at his secondary school after becoming self-radicalised online.
Singapore’s Internal Security Department said the boy, then aged 12, had encountered first-person shooter games on Roblox that recreated real-life school shootings, including the 1999 Columbine attack, before moving on to more violent content elsewhere online.
In Indonesia, Roblox has said it will introduce additional content and communications controls for players under 16, after the country moved to restrict children’s access to high-risk digital platforms in March.
Australia’s eSafety Commissioner on August 20 secured a court-enforceable undertaking requiring Roblox to strengthen protections against child grooming, sexual exploitation and abuse after the regulator said testing showed adults could still contact children despite earlier safety measures.
Ban or better safeguards?
Experts warn that bans risk pushing these dangers into less visible areas, leaving deep-seated safety failures unaddressed.
Ysrael Diloy, a child protection and online safety specialist with the non-profit Stairway Foundation, said authorities should distinguish between saying a platform carries risks and saying it caused a violent incident.
“If a child involved in a serious incident was using Roblox, then that online activity should absolutely be looked at,” Diloy said. “Investigators should find out what the child was doing there, who the child was talking to, and whether there was any harmful influence. But the conclusion should come from evidence.”
He warned against starting with the name of a platform and trying to make everything fit around it, but added that platforms attracting millions of children “should also accept that they have a very high responsibility to make those spaces safer”.


While the concern around Roblox is valid, not every new platform is a threat, according to Munira Mustaffa, executive director of Chasseur Group and a senior fellow of Verve Research.
“We risk repeating the same mistake we did with TikTok back in the early 2020s,” she said. “It’s the same conversation all over again. Tomorrow will be a new platform but the same debate. It will never end unless we understand what exactly is the problem and what we are countering.”
Paco Pangalangan, a fellow at the Harvard Kennedy School’s Carr-Ryan Centre for Human Rights, said bans should not be the default response.
“If our concern is adult strangers contacting younger users on Roblox, a ban doesn’t make those users disappear. It only pushes them into less visible and less regulated spaces,” he said.
“If governments want platforms to be accountable for what happens on them, they need enforceable design obligations that reduce harmful behaviour and keep platforms inside the reach of regulators and parents.”

One safeguard that is often cited is age verification, but that has its own risks too.
“Sometimes [platforms will] ask you to upload like a government ID or things like that,” said Carl Javier, executive director of ethics organisation Data and AI Ethics PH. “That’s a new privacy layer that needs to be protected by the company that you’re uploading it to.”
He also cautioned against the one-size-fits-all approach, saying extremist behaviour and sexual exploitation were distinct kinds of harm, with different types of perpetrators and victims. “The tools we have are trying to address both. But they’re such different ways of attacking.”
Platform accountability should be specific, evidence-based and proportionate, Diloy said.
“Roblox should be held responsible for risks that happen on Roblox. Telegram should be held responsible for risks that happen on Telegram,” he said. “But none of these platforms should become an easy explanation that stops us from looking at everything else happening in a child’s life.”
