For a moment, Kim Seon-ho’s return looked complete: a Netflix hit, overseas buzz and a career seemingly past the scandal that forced him into an indefinite hiatus in 2021.
Then a new controversy hit – this time, over taxes.
Kim’s agency, Fantagio, was quick to deny that a theatrical production company he reportedly registered at his home address in January 2024 under his parents’ names had been used to reduce his tax liabilities.
The 39-year-old star of Can This Love Be Translated? has not been charged with any criminal offence, but the revelations – originally reported by media outlet Sports Kyunghyang – had an immediate impact, with one prominent fashion brand distancing itself from Kim in the aftermath.
In South Korea’s entertainment industry, few allegations taint a celebrity brand faster than those involving taxes. Even before investigations conclude or disputes are formally resolved, the label of “tax evader” can take hold online, putting pressure on advertisers.
As K-pop and K-dramas have produced global stars commanding vast appearance fees, tax disputes have become a recurring flashpoint. They expose a grey zone between aggressive tax planning and unlawful evasion, while raising a broader question: has the tax system kept pace with the industry’s explosive growth?
Kim’s case has unfolded alongside that of his Fantagio labelmate Cha Eun-woo, who was recently hit with a tax assessment of about 20 billion won (US$13.8 million) by South Korea’s National Tax Service.

The 28-year-old singer-actor – widely dubbed a “face genius” for his perfectly symmetrical, anime-like appearance – filed a pre-assessment review challenging the decision after investigators reportedly concluded his one-person agency functioned primarily to reduce tax liabilities.
For the country’s top earners, the temptation is obvious: corporate tax rates stand at about 26 per cent, while personal income tax rates can exceed 50 per cent.
Cha has yet to hear the results of his legal challenge, but in South Korea’s court of public opinion, he has already been branded a tax evader.

Tax allegations have derailed or severely damaged the careers of numerous South Korean celebrities over the years.
But industry observers say the recurring controversies reflect deeper structural issues, tensions in a tax system struggling to keep pace with the explosive growth of the country’s cultural industries.
Disputes have become more common as the Korean wave – or Hallyu – swept over the world and entertainers’ incomes surged, according to Lee Nam-kyung, director of the Korea Management Federation.
Because income was attributed to the individual entertainer even under exclusive agency contracts, fast-rising earnings “began to create an excessive tax burden” under current law, Lee said.
“In other words, the law has not yet fully caught up with today’s status quo.”

Past scandals have shown how quickly such controversies can end careers. In 2011, Kang Ho-dong, one of the country’s most recognisable television personalities, was investigated and fined after inspectors found he had underpaid personal income tax.
The comedian paid hundreds of millions of won in additional taxes and went on hiatus for a year, disappearing from public view even when it was discovered that his tax issues arose from a technical error made by his accountant.
That same year, actress Kim Ah-joong was fined for under-reporting her income. For nearly three years, she was nowhere to be seen in television or film as advertisers cut ties. She has since returned to acting, but has not fully regained her earlier standing
More recently, actress and former Miss Korea Lee Ha-nee paid an additional tax assessment of 6 billion won in 2025, while actor Yoo Yeon-seok has paid 3 billion won in penalties.
Against that backdrop, both Kim Seon-ho and Cha have sought to frame their cases as disputes over the dense, shifting technicalities of tax law – issuing personal apologies to fans, but not totally retreating from public view.
Kim, who last stepped away from the public eye in 2021 after an ex-girlfriend accused him of coercing her into an abortion, takes the stage this month and next for 19 sold-out performances of the play Interval and his screen projects remain slated for release later this year barring unexpected changes. Cha, meanwhile, is serving his mandatory military duty, which began last year.

Yet the most significant departure from the scandals of the past is the emergence of a vocal, organised defence of the pair.

On Tuesday, the Korea Taxpayers’ Association filed a police complaint against unnamed tax officials who allegedly leaked information about Cha’s case, as well as against the journalist who first reported it, citing violations of the Personal Information Protection Act and legal provisions on leaking official secrets.
The group issued a statement defending Cha, championing his case as a matter of principle rather than a mere celebrity mishap. It also took aim at what it called South Korea’s punitive tax framework, arguing that excessive penalties could push taxpayers into delinquency through a combination of fines for under-reporting and late payments.
The association further criticised a controversial incentive programme that grants tax officials a 10 per cent commission on what they collect, a policy it said encouraged aggressive audits.

Kim Dae-jong, a business professor at Sejong University in Seoul, said many controversies surrounding one-person celebrity agencies stemmed from legal loopholes.
“Concerns have been raised that forming corporations may be used as a means of tax avoidance,” he said. “But the boundary between legitimate tax planning and tax evasion is not clearly defined.”
And though that legal boundary may be blurry, the social one is razor-sharp. In a nation where the average four-person household survives on between 50 million and 60 million won a year, according to government figures, the astronomical sums commanded by “face geniuses” and screen idols are increasingly viewed through a lens of deep-seated resentment.
“The wealth gap is steadily widening,” Professor Kim said, referencing shows and films where “more than 50 per cent of the total production budget often goes toward appearance fees” to better illustrate his point.
“Because these entertainers make huge sums of money in such a short span, far beyond what ordinary individuals can imagine, situations like this tend to arise.”
