The Hong Kong Jockey Club has deepened its partnership with Guangzhou, as it prepares to begin racing at Conghua Racecourse in October.
In a statement released on Saturday, the club said it would work with the mainland region’s Municipal People’s Government to further develop the Guangzhou-Hong Kong Equine Industry In-depth Cooperation Zone.
Winfried Engelbrecht-Bresges, the HKJC’s CEO, said his organisation was committed to “leveraging Hong Kong’s internationally recognised expertise and experience in horse racing and equine sports to support the development of the GBA as a leading global hub for equine sports and the equine industry”.
With world-class racing planned to take place at the mainland venue following the debut meeting on October 31, the agreement is also expected to promote the development of the sport and surrounding industries in the Greater Bay Area.
The outline of Guangzhou’s 15th five-year plan proposes advancing in-depth cooperation between the two sides, while the club has also submitted recommendations for Hong Kong’s first plan, which includes positioning the GBA as a global equine industry hub.

According to the club’s statement, officials hope to establish the zone by 2030, and have laid out four areas for collaboration as part of the agreement.
As part of the partnership, the municipal government will form a development plan for the area around the racecourse, while creating “a diverse range of equine-themed cultural, leisure and tourism experiences”.
“Construction and operation of the Guangzhou Conghua International Racing Development Centre, as well as management and maintenance of the Equine Disease-Free Zone in Conghua, will continue to be advanced,” the statement said, adding officials would look to make moving people and horses across the border “more efficient”.
Building on the success of last year’s National Games, Conghua would also be developed “into an important platform supporting the development of a Sports Bay Area”.
Tourism will also form a central pillar of the agreement, with the plan to create a cultural destination with “equine-themed” activities at the course.
“Leveraging the club’s strengths in operating across “two Cities, three racecourses”, equine-themed tourism products will be developed,” the statement said. “These will include equine-themed experience tours in partnership with travel agencies, multi-destination travel packages, and unique equine tourism experiences through local tourism exhibitions and official media platforms.”
With a focus on the economy, the agreement said officials would work on promoting the high-quality development of the Guangzhou-Hong Kong Equine Industry Economic Cluster
“The equine industry will be integrated with cultural tourism and the convention and exhibition sectors, while extending upstream and downstream value chains through an array of equine sports-themed products,” the statement said.
With the sport at the centre of the plan, the HKJC also said it hoped to be able to develop the next generation of stars within racing and the industries that support it.
According to the statement, the municipal government will help promote and facilitate training programmes “that meet the talent needs of the equine industry and Conghua Racecourse”.
“Both parties will promote the mutual recognition of qualifications for equine sports and industry professionals between Guangzhou and Hong Kong,” the statement said.
