One of the architects of former US President Joe Biden’s tech export controls warned on Thursday that Washington needs better coordination with allies to deny China access to high-end chips and cutting-edge products, criticising a plan by US President Donald Trump’s administration to allow sales of certain Nvidia chips.
Citing Beijing’s massive spending on efforts to establish China’s technological leadership, former commerce secretary Gina Raimondo said in a panel discussion at the Council on Foreign Relations that the US government should do it in a more precise way to achieve a balance between corporate and economic security interests.
“Export controls are like a very powerful tool in the toolkit that the US government has. And I think they should be used with their allies in a precise way to deny China the most cutting-edge technology that we have, that they don’t,” she said.
“I believe now we have better, more sophisticated chips and we shouldn’t allow them to have it at the end of the day.”


Raimondo made the comments when asked about the resumption of Nvidia’s H20 chip sales to China in July. The Trump administration granted export licenses for some Nvidia chips to China in exchange for 15 per cent of the revenues, a move that ran aground after Beijing stepped up national security scrutiny of the product.
Meanwhile, discussions arose over whether the US export control could accelerate China’s investment and eventually American firms such as Nvidia could lose their China market share.
In a talk hosted by Citadel Securities in early October, Nvidia CEO Jensen Huang mentioned that its China AI GPU market share went from 95 per cent to zero.
Also, the extension of the US export control list, as the affiliate rule announced by the US Commerce Department in late September, led to China’s further rare earth retaliation measures.
“Denying US companies revenue is a bad thing. That’s why it has to be used in a precise way, and it’s hard,” said Raimondo.
The former commerce secretary spearheaded the designation of the 2022 Chips Act and the high-end chip sales ban on China. She also promoted the Chip 4 strategy, an alliance with South Korea, Japan and Taiwan for semiconductor supply chain security.
Although Raimondo claimed to be a firm believer that the US should play offensively and focus more on advancing its own technological strength, she noted that export controls are vital for national security.
“America’s national security should never be for sale. America’s national security shouldn’t be compromised,” she said.
An economic security task force co-chaired by Raimondo and Justin G. Muzinich, deputy secretary of the Treasury in 2018-2021, found that US advantages in artificial intelligence, quantum and biotechnology are increasingly contested.
“Whoever in whatever administration, I think the US needs to step up its game in this effort, in a bipartisan way, to be much more proactive reaching out to those allies and countries who themselves want to wean [themselves] from the risk of China,” Raimondo warned.
“We have to be more proactive and strategic and have a fulsome approach to go to those countries and structure agreements with our private sector.”
US President Trump already said he wants Nvidia’s advanced Blackwell chips for US companies only. “We don’t give [the Blackwell] chip to other people,” he said in a CBS interview a week ago.
Nividia confirmed subsequently that there are no plans to ship Blackwell GPUs to China.
