Tung Chee-hwa, Hong Kong’s first chief executive who oversaw the city’s 1997 return to Chinese rule, has died.
According to a statement from his office issued in the early hours on Wednesday, he died on Tuesday at the age of 89, surrounded by his loved ones.
It is understood that he died at the Hong Kong Sanatorium & Hospital.
Tung was also a vice-chairman of China’s top political advisory body, the Chinese People’s Political Consultative Conference.

Tam Yiu-chung, ex-lawmaker and the city’s former sole representative of China’s top legislative body, the National People’s Congress (NPC) Standing Committee, describes Tung as deeply dedicated to Hong Kong and pivotal to its development.
Describing Tung as warm, approachable, and visionary, Tam recalls his insightful analysis of global affairs during Executive Council meetings, particularly on US-China relations.
He highlights Tung’s people-first approach and dedication to livelihood issues – such as education, welfare and housing - noting how Tung foresaw the challenges of an ageing population and entrusted him to lead efforts in elderly services.

‘Deliver first five-year plan to honour Tung’

“Our beloved Mr Tung Chee-hwa, former vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference and the first chief executive of the Hong Kong Special Administrative Region, passed away peacefully on September 8, 2026, surrounded by his loving family, at the age of 89,” a statement from this office says.
“Mr Tung dedicated his life with an unwavering commitment to the service of the Nation and the Hong Kong SAR. His contributions with integrity, compassion, and dignity will be well remembered.”



‘Unwavering commitment’

Former chief executive Leung Chun-ying says Tung led the establishment of the Hong Kong Special Administrative Region and its government, implementing “one country, two systems”, “Hong Kong people administering Hong Kong”, and a high degree of autonomy, while farsightedly planning the city’s long-term development and tackling deep-seated livelihood issues.
“Mr Tung was benevolent and won people over with reason, serving as a role model for our generation,” he writes on social media.



‘A role model for our generation’

Former chief executive Carrie Lam Cheng Yuet-ngor says Tung led the city on its new journey under “one country, two systems” with “deep patriotism, vast international experience, and a humble approach to governance – a historic contribution with lasting benefits”.
Lam says Tung foresaw Hong Kong’s deep-seated social problems and made long-term plans for housing, education and elderly care.
“Having served as director of social welfare during his tenure, I personally experienced his care for the elderly,” she says.
“To me, a fellow native of Zhoushan, Zhejiang, Mr Tung was a warm, kind elder; I fondly cherish our casual chats at his home. I pay my highest respect and deepest tribute to Mr Tung Chee-hwa.”



‘Historic contribution with lasting benefits’

Former Executive Council member Bernard Chan describes Tung as “a truly exceptional leader whose vision, kindness, and lifelong dedication to Hong Kong left an indelible mark on everyone who knew him”.
Chan chairs the board of governors of Our Hong Kong Foundation, a major Hong Kong think tank founded by Tung in 2014. Its website has been displayed in black and white on Wednesday morning as a mark of mourning.
“I am so grateful for the trust he extended to me when he appointed me to the Executive Council in 2004, and later [for] his invitation to join Our Hong Kong Foundation. His integrity, wisdom, and genuine warmth were a constant inspiration,” he says.
“I hope history will give him a fair assessment.”




‘An exceptional leader’

Tung resigned in 2005 for health reasons and was succeeded by his chief secretary, Donald Tsang Yam-kuen. Tung was later appointed by Beijing as a vice-chairman of the CPPCC.
Tung was last seen in public in July 2021 when he attended the premiere of a film to mark the 100th anniversary of the founding of the Communist Party of China.
His office confirmed in October that year that Tung had undergone an operation for an undisclosed condition and was resting at home.



Last seen in public five years ago

The shipping magnate turned chief executive was widely believed to have been hand-picked by Beijing as the special administrative region’s first leader, especially after his famous handshake with then president Jiang Zemin at the Great Hall of the People in January 1996.
He was appointed to the role in December that year after securing the votes of 320 of the Selection Committee’s 400 members, defeating rivals including the late Ti-liang Yang, a former chief justice, and businessman Peter Woo Kwong-ching.
Tung’s tenure began well, but few could have foreseen that his leadership would unravel long before he resigned in 2005, citing health reasons.
When he took office on July 1, 1997, the city’s stock and property markets were at record highs.





‘Hand-picked by Beijing’

The honeymoon period quickly faded as the Asian financial crisis triggered a property-market crash, rising unemployment and a speculative attack on the Hong Kong dollar. Tung’s pledge to build 85,000 homes a year – though swiftly abandoned – was widely blamed for the post-1997 property-market collapse.
Despite securing a second term in 2002, Tung’s political standing was severely damaged by the 2003 Sars outbreak and a bid to pass national security legislation under Article 23.
The bill was shelved after half a million people took to the streets on July 1 over concerns about civil liberties. The protest marked the start of an annual tradition of mass demonstrations, which ended after the Covid-19 pandemic and Beijing’s imposition of the national security law.



Economic, social and political challenges

Tung and his father had long-standing ties with the Bush family.
In July 2001, Tung travelled to Washington to meet President George W. Bush at the White House. Bush reportedly sought Tung’s advice on how best to deal with Beijing.
A few months later, former president George H W Bush visited Hong Kong and met Tung privately at his residence. Bush also helped arrange meetings between Tung and his grandson, George Prescott Bush, who was in the city for an eight-week law-firm internship.
In May 2026, just months before Tung’s death, the China Institute of America presented him with its Centennial Award in New York, recognising his decades-long efforts to foster ties between China and the United States.
The families of former US presidents Richard Nixon and George H W Bush were also honoured.



Decades-long ties with the US

Henry Tang Ying-yen, who served on the Executive Council from 1997 to 2011, says he is saddened by Tung’s passing, describing him as an outstanding leader who made a great contribution to the city’s stability and prosperity.
Praising Tung’s visionary leadership in economic development, arts and culture, and innovation and technology, Tang says many of Hong Kong’s achievements today are rooted in policies introduced during Tung’s tenure.
“It was an honour to have worked with Mr Tung and to have experienced his deep love for Hong Kong, as well as his perseverance and determination in addressing challenges,” Tang says. “I will always remember his contributions to Hong Kong and to the country.”



Henry Tang urges public to remember Tung’s contributions

Hong Kong University of Science and Technology (HKUST) president Nancy Ip Yuk-yu offers her heartfelt condolences to Tung’s family.
She says Tung was a steadfast champion of university development, research excellence and innovation, praising his advocacy of Hong Kong’s advancement through education, technology and talent development.
“His generosity, pragmatism, and visionary leadership will continue to inspire the HKUST community for generations to come,” Ip says. “May Mr Tung Chee-hwa rest in peace.”



‘Steadfast champion’

Simon Wong Kit-lung, chairman and CEO of food and catering firm LH Group, recalls his interactions with Tung during the latter’s leadership of think tank Our Hong Kong Foundation in 2014.
Wong, who is also an adviser to the foundation, says he once suggested that its logo should have a more modern design. Tung responded that he would relay the message to his team. At their next meeting, the logo had been changed, although Wong says he does not believe the revision was solely the result of his suggestion.
“Mr Tung invited me along with other younger advisers to have dinner at his home several times, he himself greeted us and showed us our way to his study, then Mrs Tung served us tea,” Wong says.
“I was impressed with their manner and, for the first time, I came to know a Chinese family with sophisticated traditions.”


A humble leader open to feedback

State news agency Xinhua says Tung died at 9.57pm on Tuesday.
In its announcement, Xinhua described Tung as “an outstanding contributor to ‘One Country, Two Systems,’ renowned patriot, distinguished social activist, close friend of the Communist Party of China”.
The agency also noted that he had served as vice-chairman of the 10th, 11th, 12th and 13th National Committees of the Chinese People’s Political Consultative Conference, the country’s top political advisory body.




A ‘close friend of the Communist Party of China’


“If Hong Kong is good, China will be good. If China is good, Hong Kong will be even better.” This was one of Tung’s signature catchphrases during his seven years and eight months in office.


In his inaugural speech on the day of the handover, he said: “For the first time in history, we, the people of Hong Kong, will be masters of our own destiny. The SAR government is fully committed to preserving the Hong Kong way of life, maintaining Hong Kong’s free economic system, upholding the rule of law, and building a more democratic society.”


Tung reiterated the theme in his first policy address in October 1997, saying: “In years gone by, the people of Hong Kong, mostly Chinese, have created the miracle that is Hong Kong. Now, being our own masters, I have no doubt we will be able to create an even better future for our city.”


However, he faced public anger over the collapse of the “85,000 housing policy”, which promised the construction of 85,000 homes a year. In a television interview in 2000, he said: “We haven’t mentioned the 85,000 housing target since 1998. Does that mean it still exists?”




Tung in his own words: Part 1

Chief Executive John Lee Ka-chiu has expressed profound sorrow over Tung’s death and changed his social-media profile pictures to black in mourning.
“His distinguished leadership rendered exemplary contributions to the smooth process of Hong Kong’s return to the motherland, as well as the implementation of the ‘one country, two systems’ principle and the Basic Law,” he says.
Lee praises Tung for steering Hong Kong through the 1997 Asian financial crisis and leading the city in overcoming a wide range of challenges, facilitating a robust economic recovery while maintaining social prosperity and stability.
“With visionary foresight, he instituted mechanisms to promote economic and trade ties and coordinated development between Hong Kong and the mainland, laying a solid foundation for Hong Kong’s enduring competitiveness. His contributions to Hong Kong were exceptionally significant,” he says.
The city leader also praised Tung’s contributions after he became a vice-chairman of the Chinese People’s Political Consultative Conference, the nation’s top political advisory body, a post he held from 2005 to 2023.
Lee says Tung was “instrumental in uniting the city to foster in-depth exchanges between Hong Kong and the international community, elevating Hong Kong’s role and influence on the global stage”.


A distinguished leader who made exemplary contributions, says John Lee

Tung’s responses to challenges during his time in office ranged from defiance in the face of criticism to a later acknowledgement of his administration’s shortcomings.

In February 2002, responding to lawmaker Yeung Sum’s accusation that his administration favoured the business sector, Tung said: “I know I am doing something right when I face criticism from all sides. It shows the path I’m embarking on is correct. No problem at all!”


In July 2003, Tung faced mounting calls to step down amid the Article 23 controversy. But in his first response to the July 1 march, which drew an estimated 500,000 people, he remained defiant, saying: “The question of whether to resign or stay on is something that I often thought about in the past. I am not sure if you would agree. If I were to go, it would be a very easy decision. But to stay on is difficult and [demands] much courage and commitment.”


His most significant self-criticism came in January 2005, two months before his resignation. It followed Chinese President Hu Jintao’s public rebuke in December 2004, in which he urged Tung to “summarise his experience and identify inadequacies, and constantly raise the standard of administration and improve governance”. Tung said: “In formulating policies, we fell short of thinking about what people think and addressing people’s pressing needs ... We were indecisive when dealing with emergencies. These shortcomings and inadequacies have undermined the credibility of our policymaking capability and our ability to govern.”





Tung in his own words: Part 2

Donald Tsang Yam-kuen says he woke on Wednesday morning with a heavy heart and great sorrow upon learning of Tung’s death.
Tsang, who was financial secretary in 1997 and later succeeded Tung as chief executive in 2005, describes him as “approachable, gentle, broad-minded, visionary, and with refined demeanour”.
He says Tung led Hong Kong through a smooth transition following its handover to China, while maintaining development momentum across political, economic and social spheres and mapping out long-term development strategies.
“During the time I worked with Mr Tung, I witnessed his selfless dedication to work as he worked without a break day and night throughout the years.”
Tsang also pays tribute to Tung’s commitment to education and his perseverance in tackling challenges including the 1997 Asian financial crisis and the 2003 severe acute respiratory syndrome (Sars) outbreak.
He says Tung also pushed through the Mainland and Hong Kong Closer Economic Partnership Arrangement, a cross-border free-trade agreement, in 2003.



A visionary leader with enduring legacy: Donald Tsang

Former financial secretary Antony Leung Kam-chung describes the former chief executive as his “mentor”, first coming to his attention as a university student chosen for the World Campus Afloat programme organised by Tung’s father.
Tung later appointed Leung as chairman of the Education Commission and subsequently as financial secretary.
Leung says he is grateful to Tung for entrusting him with major responsibilities.
“That trust was not merely a public appointment, but a profound grace of recognition and mentorship. A kindness I, Kam-chung, will cherish for a lifetime,” he says.
Leung recalls Tung as exceptionally hard-working and demanding of himself, but never a harsh leader who publicly reprimanded others.
“He woke up at 5am every morning to read documents and called as early as 7am to discuss government business. Meticulous and thorough in everything he did, I truly witnessed the heavy weight of the word ‘responsibility’ through him,” he says.




A mentor who embodied responsibility, says Antony Leung

Hong Kong Trade Development Council chairman Frederick Ma Si-hang, who served as secretary for financial services and the treasury under Tung Chee-hwa’s administration, describes Tung as the man who brought him into public service.
“Mr Tung was a kind-hearted man who always led by virtue and never behaved in the manner of the chief executive,” Ma says, with tears in his eyes.
He recalls that he would not have joined the government without Tung’s invitation.
“Back then, [Financial Secretary] Antony Leung introduced me to him, but it was Mr Tung who decided to invite me into the government. In that sense, he was my benefactor for entering public service, and I feel deep sorrow at his passing,” Ma says.
He praises Tung’s love for the country and Hong Kong, as well as his foresight and vision for the city.
“He put forward many proposals for Hong Kong; some succeeded, some did not, but no matter what, his heart was always with Hong Kong,” he says.




A leader with Hong Kong at heart, says tearful Frederick Ma

Former civil service chief Patrick Nip Tak-kuen recalls serving as Tung’s deputy private secretary from 1998 to 2002.
He says he remains grateful to Tung for supporting his further studies at the Harvard Kennedy School in 2000.
Nip describes Tung as a visionary leader with an exceptionally strong political and economic network, as well as a keen understanding of global political and economic developments.
“He often told us that after Hong Kong’s return to the motherland, we had to focus on the long-term future, contemplating how to plan Hong Kong’s development over five- and 10-year horizons,” Nip says.
“At the same time, we could not think solely from a Hong Kong-centric perspective; we had to plan Hong Kong’s development through both regional and national lenses.”

Regina Ip Lau Suk-yee, convenor of the Executive Council, mourns her former “boss”, Tung, in an Instagram post, describing it as a “privilege” to have served as his subordinate for seven years.
She praises Tung as a caring and farsighted leader, adding that he was the first chief executive to attempt to implement Article 23 of the Basic Law to safeguard national security in 2003.
“He tried hard to resolve Hong Kong’s housing shortage, promote Hong Kong’s technological development, and expand Hong Kong’s international network,” she says.




Regina Ip mourns her former ‘boss’

Expressing his condolences on social media, Financial Secretary Paul Chan Mo-po says Tung guided the Hong Kong government and financial regulators in safeguarding the city’s financial stability and security during the Asian financial crisis, a critical juncture in its economic development.
“He steadfastly pursued long-term vision and showed brave leadership, forging new growth drivers for Hong Kong while decisively addressing complex, deep-seated socioeconomic issues,” Chan says.
“Throughout his life, Mr Tung was dedicated to the country and Hong Kong, deeply cared for people’s livelihoods, and treated others with utmost sincerity, tolerance, and benevolence.”



Paul Chan hails Tung’s ‘brave leadership’ during Asian financial crisis

The Legislative Council Secretariat says all Legco members express deep grief over Tung’s death and extended their heartfelt condolences to his family.
Meanwhile, the Democratic Alliance for the Betterment and Progress of Hong Kong, the city’s largest political party, says it mourns Tung’s death with profound sadness, while praising him as a wise leader with passion, a sense of responsibility and vision.
The party pledges to carry forward Tung’s spirit of “serving Hong Kong with the motherland at heart” and continue working for the development of the city and China.
Legco president Starry Lee Wai-king says: “Mr Tung always kept the livelihood of the public close to his heart and put people first.”
She praises Tung for his benevolence and kindness, and expresses her appreciation for his efforts in winning people over by virtue.



Carry forward Tung’s spirit of serving Hong Kong and the nation: lawmakers

Property developer Henderson Land Group co-chairmen Peter Lee Ka-kit and Martin Lee Ka-shing, sons of the late tycoon Lee Shau-kee, say they are deeply saddened by Tung’s death and extend their deepest condolences to his family.
“Mr Tung dedicated his life to serving the country and the people of Hong Kong with steadfast commitment,” a statement reads.
“His tireless efforts and monumental contributions were pivotal to the city’s progress, earning him the deepest respect across our community.”

Our Hong Kong Foundation, a think tank founded by Tung in 2014, expresses its condolences over his death.
It says Tung brought together people from diverse sectors of society to advance policy research, cultural heritage and technological innovation, laying a solid foundation for Hong Kong’s long-term prosperity and stability, as well as its integration into national development.
It adds that these efforts were driven by his deep love for the nation and Hong Kong.
“Throughout the years, Mr Tung poured his heart and soul into the foundation with extraordinary care. His vision and selfless dedication continue to serve as an enduring beacon guiding the foundation’s ongoing mission,” it says.



Tung ‘poured heart and soul’ into think tank

Lawmaker Simon Hoey Lee, who once worked closely with Tung Chee-hwa as deputy executive director of Our Hong Kong Foundation, recalls several close interactions – including one in which Tung shared with him his favourite roast pork, bought by his wife, Betty Tung, from a Wan Chai market.
Lee says Tung’s contributions extended beyond Hong Kong to the nation as a whole, particularly in navigating the complexities of Sino-US relations.
He remembers Tung as a “coach of life”, who taught him the importance of humility and keeping a low profile as a young person.
“On one occasion, I sat near the centre in a group photo-taking session. Mr Tung was unhappy about this and said young people should stay humble and low-profile, and leave the centre spots for elders,” Lee says.
On another occasion, Lee says he and Tung clashed over research studies on the 18 districts, which made Tung angry. But after 10 minutes of a tense atmosphere, Tung comforted him and ultimately adopted his proposal.
“This showed his meticulous care, deep affection and unwavering support for young people,” Lee says.
“The best way to repay Mr Tung is to inherit his affection and objective to serve Hong Kong and the nation.”


Roast pork and life lessons

Tung developed notable relationships with several former US presidents, giving him access to senior political circles in Washington and helping to establish him as a channel of communication between Beijing and the US.
His family also had long-standing ties with the Bush family. The China Diary of George H.W. Bush records a “beautiful lunch” in 1975 between the elder Bush, then Washington’s de facto ambassador to Beijing, and Tung’s father, shipping magnate Tung Chao-yung.
A footnote notes that “calligraphy bestowed on the Bushes by Tung later hung in their private apartment”.
George W. Bush also had several direct interactions with Tung between 2001 and 2005. During Tung’s visit to Washington in July 2001, when he was Hong Kong’s chief executive, the two discussed Hong Kong’s autonomy, China’s trade relations with the US and its anticipated entry to the World Trade Organization.

Bush used the meeting to stress his commitment to “constructive dialogue” with Beijing.
Former US president Bill Clinton recalled meeting Tung during his 1998 trip to Hong Kong in his 2004 memoir, My Life, describing him as an “intelligent, sophisticated man”.
The China-United States Exchange Foundation (CUSEF), which Tung founded in 2008, said its long-standing relationship with The Carter Center was rooted in the personal friendship between Tung and the late former US president Jimmy Carter.
When Carter visited Hong Kong in 2011, he had supper at Tung’s home with about 40 prominent community leaders. He spoke about US-China relations and North Korea, and shared previously unpublished details of his part in normalising diplomatic relations between Beijing and Washington.


Notable bonds with an array of former US leaders

Tung Chee-hwa founded the China-United States Exchange Foundation (CUSEF) in 2008 and later served as chairman emeritus.
The foundation’s president, James Chau, mourns Tung as “a visionary leader, exemplary bridge-builder between nations and peoples, and someone who saw the shared humanity in each and every person he met”.
“He devoted himself fully to CUSEF, driven by his conviction that constructive US-China relations are essential not only to the well-being of both countries, but also to the cornerstone of global peace, stability and prosperity,” Chau says.
In tribute, the front page of the foundation’s website and its social media channels are turned to greyscale.
Having studied in the United Kingdom and worked in the United States, Tung dedicated much of his later life to promoting ties between Hong Kong and the international community.



‘Exemplary bridge-builder’

In 1960, after graduating from the University of Liverpool, Tung moved to the United States at the age of 23 to work for General Electric in Massachusetts.
Five years later, he joined the New York office of his family’s shipping business before returning to Hong Kong in 1969.
His years in the US provided an early foundation for the personal relationships and networks he later developed in both China and the US.
After stepping down as Hong Kong’s Chief Executive in 2005, Tung served as a vice-chairman of the Chinese People’s Political Consultative Conference, the country’s top political advisory body, until 2023. During his time in the role, he remained a prominent figure in exchanges between Beijing and Washington.
He accompanied Chinese President Xi Jinping on visits to the United States in 2012 and 2015. In 2012, when Xi was vice-president, Tung attended events linked to Xi’s US trip, including meetings with former senior American officials. In 2015, he was invited to the White House state dinner during Xi’s state visit.
As strategic rivalry between China and the US intensified, CUSEF, founded and funded by Tung, launched the annual US-China Hong Kong Forum in 2019. The forum has since become a platform for dialogue between the world’s two largest economies.
China-US Focus, a website supported by the organisation, has also become a platform for a range of commentaries and analyses on relations between the two powers.
However, as tensions between Beijing and Washington have continued to rise, CUSEF’s ties with Beijing have faced increased scrutiny in the US.
In a 2018 report, the US-China Economic and Security Review Commission said CUSEF had involvement in “influence operations”, calling it a “registered foreign agent”.


A bridging role

Tycoon Li Ka-shing and his son, Victor Li Tzar-kuoi, along with CK Asset Holdings group companies and the full board, sent condolences to Betty Tung and the Tung family.
In a joint statement, they say Tung shouldered the significant responsibility of serving as Hong Kong’s first chief executive and played an instrumental role in implementing the “one country, two systems” governing principle.
They note that he subsequently served as vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), the government’s advisory body, “making immense contributions to both the nation and Hong Kong”.
“We deeply mourn Mr Tung’s passing and extend our sincere condolences to Mrs Tung and their family,” the statement says.



Li Ka-shing, son Victor pay tribute

Executive Council member Ronny Tong Ka-wah recalls that Tung often invited him to his office for a chat, even after stepping down as chief executive.
“He used to say that regardless of the time, the person or the viewpoint, as long as an idea was good for the country and good for Hong Kong, it deserved to be heard. To me, he was a true political leader of immense magnitude – broad-minded enough to embrace all voices,” Tong says.
“Indeed, in my heart, he will forever remain a kind and upright man who dedicated his entire life to serving the country, Hong Kong and ‘one country, two systems’,” he adds.


‘A true political leader’

The Liberal Party lauds Tung Chee-hwa for selflessly setting aside his long-established, highly successful career to take on the responsibility of serving as Hong Kong’s first chief executive.
It says he faithfully implemented “one country, two systems” and guided the city through major trials.
“Mr Tung often remarked, ‘When Hong Kong does well, the country does well; when the country does well, Hong Kong does even better.’ To this day, his words continue to inspire us to actively engage in the development of the special administrative region and proactively integrate into and serve the broader national development landscape,” the party says.



Liberal Party honours Tung

The Hong Kong Jockey Club praises Tung as a visionary leader and pioneer who led Hong Kong in the groundbreaking implementation of the “one country, two systems” principle.
“Mr Tung demonstrated remarkable foresight in shaping Hong Kong’s long-term development and governance. Throughout his distinguished public service, he devoted himself wholeheartedly to serving both the nation and Hong Kong,” the club says in a statement.



‘A visionary leader’

The Real Estate Developers Association of Hong Kong says Tung made enduring contributions to implementing “one country, two systems” and upholding the Basic Law.
“Dedicating his life to serving the country and Hong Kong, his tireless spirit serves as an exemplary model for generations to come and will be held in fond memory,” it says.
“Members of the association mourn Mr Tung Chee-hwa with profound sorrow and extend their most heartfelt condolences to his family.”



Tung mourned with ‘profound sorrow’

Secretary for Home and Youth Affairs Alice Mak Mei-kuen recalls making a mistake while working in Tung’s election office in 2002.
“I was both terrified and anxious. Yet Mr Tung did not reprimand me harshly; he simply offered a gentle reminder: ‘Be more careful next time.’ As he left the office, he said ‘bye-bye’ to us with a warm, gentle smile. That tolerance and warmth have stayed with me ever since and served as a lesson for a lifetime,” she says.
After the election, she was invited to a gathering at Tung’s home and to his subsequent inauguration ceremony as a token of appreciation.
“He had no obligation to do any of this, yet he arranged it all with such thoughtfulness and care. Whenever I look back on it, I am still deeply moved,” she says.
Mak also recalls that the last time she met Tung was in 2020, when he shared with her how he had planned the city’s economic recovery and improved livelihoods following the Sars outbreak.



Tung’s ‘tolerance’ a lesson for a lifetime

Secretary for Culture, Sports and Tourism Rosanna Law Shuk-pui extends condolences and gratitude to Tung in a social media post.
She recalls that when officials first saw the clause on the Individual Visit Scheme under the Closer Economic Partnership Arrangement (CEPA) in 2003, many did not fully understand it. It was unusual to include a tourism initiative in a trade agreement – especially one framed as a unilateral commitment from the mainland to Hong Kong.
“Only after the agreement was confirmed and implemented did I realise this was a key measure Mr Tung had actively sought from the central government to revitalise Hong Kong’s economy following the Sars outbreak. His painstaking efforts directly drove the growth of the post-Sars economy, fuelling a robust recovery in tourism, food and beverage, and retail,” Law says.
She adds that the Individual Visit Scheme has been, and remains, a pillar of Hong Kong’s tourism industry.
“Mr Tung’s deep love for Hong Kong, along with his vision and foresight, continues to benefit our city today,” she says.



‘His vision continues to benefit our city’

The University of Hong Kong (HKU) hails Tung as “a champion of education, research and innovation” who championed the groundbreaking ‘3+3+4’ education model, significantly expanding the depth and breadth of higher education in the city.
“He encouraged deeper engagement between universities, industry and society, ensuring that academic excellence would create a lasting impact,” HKU said.
“The generous support from the Tung Foundation for HKU’s New College reflects his dedication and enduring care for generations of HKU students.”
Hong Kong Metropolitan University (HKMU) recalls that during Tung’s term as chancellor of the then-Open University – HKMU’s predecessor – he visited the campus and affirmed its contributions to promoting lifelong learning.
The university also praises Tung for his deep commitment to developing the education sector and raising participation in post-secondary education.


‘A champion of education’

Former chief justice Andrew Li Kwok-nang says he learned a great deal from Tung over the years, describing him as an outstanding leader who made a difference to the course of history.
“One of the most important things I learned from him is that, as a leader, one must have broad shoulders and put people in the right places,” Li says.
“He is a gentleman in the Confucian tradition. I have never heard him bad-mouthing any person. He always addressed the issue, not the person,” he says.
Li adds that Tung respected the rule of law and an independent judiciary.
“He is one of the finest men I have the privilege of knowing … He is an outstanding leader who made a difference to the course of history,” he says.



‘One of the finest men’

The British consulate in Hong Kong says Tung played a historic role as the city’s first chief executive.
It notes his personal ties to the UK, including studying maritime engineering at the University of Liverpool and remaining a lifelong supporter of Liverpool Football Club.
“During his tenure, the United Kingdom worked closely and constructively with his administration in advancing shared commitments under the Sino-British Joint Declaration,” the consulate says.

The US consulate in Hong Kong and Macau says on Facebook that Tung played a pivotal role in strengthening ties between the United States and Hong Kong during a period of profound transition, both before and after the 1997 handover.
“His contributions to that relationship leave a lasting legacy, and he will be remembered for his dedication to Hong Kong and its people,” the consulate says.



‘Lasting legacy’

Among his final public appearances and amid declining health, Tung delivered a keynote speech in December 2020 at the SCMP’s China Conference: the United States.
Wearing a mask and accompanied by his wife, Betty Tung, the former chief executive – often seen as a pivotal figure in Sino‑US relations – visited SCMP’s headquarters in Causeway Bay to discuss ties among Hong Kong, the US and China.
Alibaba Group chairman and co‑founder Joe Tsai greeted Tung at the SCMP office. Alibaba owns the newspaper.

The Hong Kong and Macau Affairs Office sends a condolence message to Betty Tung, praising her husband as “an outstanding contributor to ‘one country, two systems’, a renowned patriot, an outstanding social activist, [and] a close friend of the Communist Party of China”.
“During his tenure as chief executive, ‘one country, two systems’ transitioned from a scientific vision into vibrant reality during a pioneering phase,” the message says.
As vice-chairman of the CPPCC National Committee, Tung “steadfastly supported the nation’s reform, opening-up and modernisation”, attached great importance to leveraging Hong Kong’s unique advantages and actively promoted exchanges and cooperation between the city and the mainland, the message says.
It notes that he “fully utilised his deep network and wide influence to build extensive friendships at home and abroad”, playing an important role in facilitating exchanges between China and the world.



‘An outstanding contributor’

Leaders from six major religions in Hong Kong – Buddhism, Catholicism, Confucianism, Islam, Protestantism, and Taoism – have offered prayers for Tung, praising his commitment to education, moral guidance and social harmony.
In a joint statement, they note that his virtue and selfless service earned him universal respect.
“His heart was ever with the common people as he gave his all in selfless service,” the statement says.



Religious leaders hail ‘selfless service’

The Securities and Futures Commission (SFC) has expressed profound sorrow over the death of Tung. SFC chairman Kelvin Wong Tin‑yau says Tung’s leadership helped Hong Kong weather the 1997 Asian financial crisis and secure the Closer Economic Partnership Arrangement (CEPA) in 2003, boosting market capitalisation, liquidity and internationalisation of the city’s stock market.
Wong adds that Tung made “distinguished contributions” to Hong Kong’s smooth return to China and the implementation of “one country, two systems,” laying the foundation for the city’s long‑term financial competitiveness. He says Tung will be remembered with deep respect and gratitude.



Tung helped city weather financial crisis: SFC chairman

Chief Justice Andrew Cheung Kui-nung recalls that Tung appointed the first chief justice, as well as the first batch of permanent and non-permanent judges, of the Hong Kong Court of Final Appeal in 1997, in accordance with the Basic Law.
“This was essential to maintaining the rule of law and judicial independence of Hong Kong. He gave full support to the work of the judiciary throughout his tenure,” Cheung says.
He also praises Tung for serving the country and the city with dedication and commitment, earning wide respect across various sectors.

Sun Hung Kai Properties chairman Raymond Kwok Ping-luen and his brother Thomas Kwok Ping-kwong, alongside all company staff, have expressed deep sorrow over the passing of Tung.
The company says that Tung carried the heavy responsibility of serving as the city’s first post-handover leader, forging through hardships to establish the “one country, two systems” framework.
It praises his long-term foresight in planning Hong Kong’s development, along with his deep dedication to both the nation and the city.

Sino Land chairman Daryl Ng Win-kong has expressed deep sadness over the passing of Tung, offering his sincere condolences on behalf of the company’s staff to the Tung family.
Ng lauds Tung for devoting his life to serving both Hong Kong and the country, noting that his contributions earned profound respect across the community. He adds that he was privileged to work under Tung’s guidance through organisations including the Hong Kong Chronicles Institute, Our Hong Kong Foundation, and the China-United States Exchange Foundation.

The Chinese Manufacturers’ Association, one of Hong Kong’s biggest business chambers, has praised Tung’s “valuable contributions” to the city, highlighting his role in securing the Closer Economic Partnership Arrangement (Cepa) – a free-trade pact between mainland China and Hong Kong – and the Individual Visit Scheme in 2003.
The measures, particularly the scheme opening the city to individual tourists from the mainland, sparked a rapid recovery in Hong Kong’s economy after the Sars outbreak.

Housing Society chairman Ling Kar-kan says Tung opened a new chapter in Hong Kong’s history and laid an essential foundation for the city’s long-term development.
Ling also praises Tung’s selfless, lifelong dedication to both the nation and Hong Kong, noting his immense contributions to public housing and livelihood issues.
“He was deeply respected by all, and we will always remember him,” Ling says.

City University council chairman Michael Ngai Ming-tak highlighted Tung’s deep ties to the institution. The former city leader served as its council chairman from 1995 to 1996, a crucial period in the institution’s governance.

The George H.W. Bush Foundation for US-China Relations, a non-profit organisation founded by former US President George H.W. Bush’s son in 2017 to promote Sino-US relations, calls Tung “our cherished friend” in a statement to the South China Morning Post.
