Hong Kong’s privacy watchdog has ordered the removal of a viral dashcam video clip showing a heated argument inside a ride-hailing vehicle between a driver and a passenger, identified in the footage as singer David Lui Fong.
In response to queries from the South China Morning Post, the Office of the Privacy Commissioner for Personal Data said on Friday that it had ordered a social media platform to remove the footage, while adding that no complaints had been received about the video yet.
Any video clearly identifying a specific person through a video camera system was deemed “personal data” under the Personal Data (Privacy) Ordinance, the office noted.
Drivers could not upload footage of a passenger without the person’s explicit consent, it said.
The clip, which first circulated on the social media platform Threads, shows a dispute over an apparent GPS map mistake that quickly escalates into a shouting match filled with profanity and personal insults. It began circulating on social media on Thursday night.
In the video, the driver claims he has arrived at the address shown on his map, but the passenger insists it is incorrect.
The passenger asks the driver to move forward, but the driver refuses, saying he cannot stop ahead and needs to pick up his next customer.
“I don’t know. We are here! I have another customer now. I have no time to play with you. I have to make money!” the driver is heard saying.
The passenger loses his temper and shouts at the driver, telling him to shut up.
The situation worsens when the passenger tries to leave but finds himself unable to open the car door.
After a short struggle, the passenger gets out, but before leaving, points at the driver and says: “I will remember your licence plate number!”
The driver then recognises him, leans out of the window as he drives away, and shouts insults about the passenger’s height and fame.
The video sparked online discussions, with many users noting that GPS maps in ride-hailing apps frequently displayed inaccurate drop-off points.
Hong Kong singer-actor Lui made his debut in 1983 and rose to fame alongside stars such as Jacky Cheung Hok-yau. Lui has yet to comment on the video.
The office said that under the ordinance, a person committed criminal “doxxing” if they shared someone’s personal data without consent, either intending to cause harm or recklessly risking it.
It also reminded online users not to forward or share the video further, as they could face legal consequences for circulating it.
The SCMP has contacted Lui for comment.
