Customers of Hong Kong’s CLP Power are facing higher electricity bills in June, with the company increasing its fuel cost charge by 5.4 per cent from May, its third consecutive monthly rise.
CLP Power, which serves more than 80 per cent of Hong Kong’s population, announced on Tuesday that its fuel cost adjustment for June would rise to 42.6 HK cents (5.4 US cents) per kilowatt-hour (kWh), up from 40.4 cents in May.
CLP’s monthly fuel cost charge has been rising steadily since March. The charge for June marks an 8.7 per cent increase from 39.2 cents per unit of electricity in March.
According to CLP’s bill calculator, a typical three-member family consuming 275 kWh of electricity monthly is estimated to pay HK$380.09 for its power supply this month.
HK Electric, the city’s other utility firm that mainly serves Hong Kong Island and Lamma Island, has increased its June fuel cost to 31.3 cents per unit.
CLP Power’s net tariff – the total price paid by consumers – is generally calculated by combining the basic tariff and the fuel cost adjustment, which includes both monthly and annual figures.
The monthly fuel cost adjustment is calculated based on a comparison between the actual average fuel price over the three preceding months and the fuel price projection.
The ongoing US-Israel war with Iran, which began in February, caused the global energy market to spike. CLP’s electricity fuel mix consists of 52 per cent natural gas, 31 per cent nuclear energy and 16 per cent coal.
Sze Lai-shan, deputy director of the Society for Community Organisation, an NGO that serves the underprivileged, said the higher electricity charges had added to the financial burden on low-income residents, not least since the price of daily necessities had also increased.
“CLP has launched a subsidy for the underprivileged, which has offered some help … If CLP has a surplus, I hope it can provide more support to the underprivileged,” she said.
CLP has earmarked HK$50 million to provide subsidies for about 73,000 underprivileged families. Each eligible household will receive HK$600, while an eligible subdivided unit tenant will be given HK$1,000.
The scheme is open for applications from March to June and the subsidy will be disbursed by December.
Sze also said she hoped the government would consider providing extra support.
The government launched the Electricity Charges Relief Scheme in 2024 and 2025 to alleviate the impact of tariff increases on households. The scheme provided a maximum relief of HK$1,200 from January 2024 to December 2025.
Last Friday, HK Electric announced it would adjust its fuel clause charge for June to 31.3 cents per unit of electricity, up from 26 cents in May – an increase of 20.4 per cent.
It forecast a continued increase in the fuel clause charge in the coming months, noting that the adjustment had begun to reflect the significant rise in international fuel prices arising from the Middle East conflict, with the current level yet to fully capture the changes.
