Hong Kong’s Starry Lee Wai-king has said her roles as a delegate to the National People’s Congress (NPC) Standing Committee and at the Legislative Council do not conflict, but she has stopped short of revealing whether she will run for the latter’s presidency.
Lee, a member of China’s top legislative body, on Sunday held off giving a definitive reply about whether she would seek election as Legco president.
Details would be clearer during the presidency’s nomination period, after the newly elected lawmakers took their oaths on January 1, she said.
She added that she had been considering ways to unite lawmakers, promote the legislature’s alignment with national strategies, help the administration achieve good governance and reflect public views.
Her role as the city’s sole delegate to the NPC Standing Committee would not affect her local duties, Lee said.
“I do not see a conflict between my roles in the National People’s Congress and the Legislative Council, because the interests of the nation and Hong Kong are aligned,” she said.
Lee said that NPC delegates had to attend meetings in Beijing every two months, of which around four would clash with the Legco schedule every year.
She noted that it was not a high proportion compared with the dozens of meetings held in Legco in a year.
Lee added that the legislature also had arrangements in case the president was absent.

Incumbent Legco president Andrew Leung Kwan-yuen, 74, will step down this week, bringing an end to his 21-year political career.
The Legco president is elected by and from among members, with the poll expected to be conducted as soon as practicable after the oath-taking of lawmakers.
A candidate will present a platform and answer questions from fellow lawmakers at a special forum. If there is more than one valid nomination, a vote by secret ballot will be held.
Lee, as the city’s sole delegate to the NPC Standing Committee, said she would consult the public and different bodies on suggestions to be raised at the NPC's annual “two sessions” meetings in March.
One of the highlights would be Beijing’s next five-year plan and Hong Kong’s potential role under the blueprint, Lee said.
She also expected that suggestions would be submitted at the two sessions about boosting Hong Kong’s status as an international finance centre, as well as advancing innovation and technology development and promoting tourism.
Lee cited the examples of further enhancing mutual market access programmes in Hong Kong and mainland China, and supporting cross-border flow of talent, logistics and information for the Northern Metropolis, a 30,000-hectare (74,132-acre) megaproject.
She added that Hong Kong’s NPC deputies raised around 38 proposals at this year’s two sessions, with some of them having been adopted for different initiatives.
