Both Hong Kong authorities and a major developer are offering residents an array of discounts and perks during the Legislative Council election weekend, including complimentary entry to swimming pools and museums, in a bid to boost voter turnout.
Chief Secretary Eric Chan Kwok-ki announced on Wednesday that voters would also receive a thank-you card upon casting their ballot, which could be redeemed for discounts and coupons worth a total of HK$5 million (US$643,000) across Chow Tai Fook Group’s dining, insurance and healthcare businesses.
The city’s No 2 official said the government would provide free access to public facilities, as well as gifts or discounts, to all residents on December 6 and 7 to enhance public interest in the election and remind voters of their civic duty.
“We want everyone to enjoy a happy and festive mood. The purpose of these government offers is to encourage people to vote, let residents recognise the importance of the election,” Chan said.

Swimming pools managed by the Leisure and Cultural Services Department, as well as Hong Kong Wetland Park, Science Museum, Museum of Art and Space Museum, will offer free entry on December 6 and 7.
The city’s disciplined services will open their facilities to the public on December 6, including the Tsing Yi Fire Station and the Government Flying Service’s flight aprons at Sai Kung, Tai Mei Tuk and Tai Mo Shan.
Residents who spend the designated amount will also receive an extra hour of free parking at shopping centres managed by the Housing Authority.
Chow Tai Fook Group announced that thank-you card holders would be able to redeem coupons at its K11 Musea and K11 Art Mall shopping centres in Tsim Sha Tsui, as well as at Kai Tak Mall.
Other incentives include dining coupons for the Hong Kong Convention and Exhibition Centre, discounts on body check-ups and beauty services at Gleneagles Hospital and lower premiums on insurance policies offered by Chow Tai Fook Life.
“The group hopes to not only stimulate consumer vitality but also encourage more residents to engage with their communities and participate in public affairs, taking concrete action to jointly build a more vibrant Hong Kong,” it said.
The government will organise carnivals in different districts featuring water and sports activities on the day before the election, in addition to the “Let’s Vote, Together We Create the Future” gala.
Chan added that private enterprises and restaurants would also roll out special offers to voters, with details to follow.
“The government expresses its gratitude to all sectors for their enthusiastic response and contribution to promoting the election. I also hope that more organisations and businesses will continue to join in,” Chan said.
The government has gone all-out to boost turnout in the election after the previous Legco poll registered a record-low participation rate of 30.2 per cent.
Authorities will also distribute thank-you cards designed by the Hong Kong Generative AI Research & Development Centre to voters after they cast their ballots, a measure first introduced in the 2023 District Council election.
Chan emphasised that authorities would not ask civil servants to prove they had voted by showing their thank-you cards.
“This thank-you card is completely anonymous; there is no name or number on it and every card is identical. Therefore, it cannot be used to prove whether any individual has voted. I could even lend you my card, and you could use it,” Chan added.
Senior Counsel Ronny Tong Ka-wah, a member of the government’s key decision-making Executive Council, told a radio show that offering benefits to encourage residents to vote aligned with civic rights and duties, and helped promote a more representative legislature.
Tong said offering benefits to induce voters to support a specific candidate might contravene electoral laws, but merely encouraging residents to vote was not illegal.
