Hong Kong authorities have ramped up efforts to drive voter turnout for the coming Legislative Council election, releasing a video featuring a bomb disposal chief urging members of ethnic minority groups to cast their ballots.
Raymond Suryanto Chin-chiu, head of the explosive ordnance disposal bureau, made the appeal in Indonesian in the video released on Sunday via Secretary for the Civil Service Ingrid Yeung Ho Poi-yan’s social media account.
“Dear Indonesian friends in Hong Kong, if you are a registered voter, please be sure to cast your vote,” the Indonesian-Chinese officer said.
“To all Indonesian domestic helpers working and living in Hong Kong, kindly remind your employers to vote on December 7 as well. Thank you.”
He then switched to Cantonese, urging Hong Kong residents to “choose the worthy with care, exercise your vote wisely.” He added that the call had been adapted from his bureau’s long-standing motto – accuracy and precision, zero tolerance for error.
The 48-year-old was featured in viral social media posts last month among Indonesians in the city, after his team successfully disposed of a 1,000lb (454kg) wartime bomb discovered in Quarry Bay, which contained 227kg of explosives.
According to the city’s 2021 census, Hong Kong was home to more than 142,000 Indonesians, including domestic helpers.
The census also showed that 222,669 residents of ethnic minorities who were not domestic helpers had lived in the city for seven years or more. Under Hong Kong law, non-Chinese residents seeking permanent residency must have ordinarily and continuously resided in the city for at least seven years.
Hong Kong permanent residents aged 18 or over who ordinarily reside in the city are eligible to register as geographical constituency electors.
Yeung also appeared in the same video, delivering a bilingual appeal in Chinese and English to all registered voters in Hong Kong.
“Your vote matters. For the future development of Hong Kong, let us stand united on December 7,” she said.
“Civil servants, let’s vote together. Mobilise your entire family to vote. Fulfil your civic duty, elect capable and dedicated representatives, and together build a better tomorrow.”
Hong Kong has more than 4.13 million registered voters for the 10 geographical constituencies in 2025.

Sunday’s video followed one released on November 13, in which Yeung invited several bureau chiefs – including education minister Christine Choi Yuk-lin, treasury chief Christopher Hui Ching-yu and labour secretary Chris Sun Yuk-han – to call for votes in their hometown dialects.
Housing minister Winnie Ho Wing-yin also posted a video on her social media account on Sunday, in which she and Undersecretary for Housing Victor Tai Sheung-shing visited at least 11 transitional housing projects, including the “LST Housing” on Choi Hing Road in Ngau Tau Kok and the “Yan Chai Residence” at Hoi Hing Road, Tsuen Wan.
The clip is part of the Housing Bureau’s video promotion efforts featuring the three Legco election mascots and its own “happy family” characters.
The government has intensified its campaign ahead of the December 7 poll for the city’s second “patriots-only” legislature, which comprises 90 seats.
Among the 161 candidates, 51 are contesting the 20 seats in the 10 geographical constituencies in which residents will cast their ballots.
Another 60 are running for the 30 seats in the functional constituencies, while the remaining 50 are vying for the 40 seats allocated to the Election Committee constituency, decided by sector-specific voters.
The first election under the revamped electoral system four years ago recorded only a 30.2 per cent turnout – the lowest since the city’s return to Chinese rule in 1997.
Earlier this month, the Security Bureau, police and customs department released a series of lighthearted videos featuring senior officials receiving hair makeovers while using Cantonese puns to urge residents to vote.
These clips play on the shared Cantonese pronunciation for “hair” and “law”, encouraging residents to prioritise voting over styling their hair.
The government’s effort to increase voter turnout includes a gala show on December 6, the day before the poll, at Wonderland in the West Kowloon Cultural District, to be broadcast by seven local television stations. Free tickets for the show will be distributed to residents.
Separately, two election forums for two sectors in the functional constituencies were held on Sunday. Unlike those for geographical constituencies, forums for functional constituencies do not include a debate session.
Jimmy Ng Wing-ka from the Business and Professionals Alliance and Wong Wai-leung participated in the morning event for the industry (second) constituency. Ng shared his view that cross-border e-commerce offered more opportunities than challenges, while Wong called for using advanced technology to upgrade local industries.
The afternoon session for the finance constituency featured Ip Tsz-kin, former deputy chief executive and current financial management expert at Bank of Communications Hong Kong, and incumbent lawmaker Ronick Chan Chun-ying.
Chan highlighted the importance of expanding the scope of direct remittance between Hong Kong and mainland China to facilitate cross-border financing, while Ip stressed the use of big data to ensure financial security.
