A pet owner has been barred from leaving Hong Kong pending trial over allegations that he failed to properly control his dog, which mauled two smaller animals to death and injured a third.
Yuen Long resident Ng Shui-ting, 52, appeared at Tuen Mun Court on Thursday to face two charges brought by the Agriculture, Fisheries and Conservation Department.
He allegedly failed to keep the 60kg (132lbs) dog securely restrained on a leash no longer than two metres, allowing it to enter and remain in the open area of Yoho Mall on July 10 and August 17.
Acting Principal Magistrate Daniel Tang Siu-hung adjourned the case to October 29 and granted Ng HK$3,000 (US$383) bail on the conditions that he remain in Hong Kong, live at the Yuen Long address provided to the court and avoid contact with prosecution witnesses.
After the hearing, Ng briefly locked himself in a meeting room to avoid the press before police persuaded him to leave.
Under the Dangerous Dogs Regulation, owners of dogs weighing 20kg or more must keep them securely restrained on a leash no longer than two metres in public places. Violators face a maximum fine of HK$25,000 and up to three months’ imprisonment.
The case drew widespread media attention after Ng’s unmuzzled, off-leash dog killed a 17-year-old miniature poodle and a four-year-old bichon frise, each weighing 5kg, on Monday.
The department later captured the large dog, a five-year-old male named “Lali”, and confirmed that it had detained the animal after it attacked another dog the previous month.
Lali was microchipped and held a valid licence, although his breed has yet to be determined. The dog is currently in government custody.
Between 2023 and 2025, the department initiated 679 prosecutions involving dog attacks on people and other animals under the Rabies Ordinance and the Dangerous Dogs Regulation.

The Rabies Ordinance empowers authorised officers to destroy animals suspected of having rabies, as well as in certain other limited circumstances.
Under the Dogs and Cats Ordinance, a magistrate may order a dog to be destroyed or kept under effective control if it is considered dangerous and has not been properly controlled.
The department said Lali would not be put down at this stage.
“The department will conduct a health and temperament assessment of the dog and consider various options to determine appropriate arrangements,” it said.
Separately, an online appeal urging authorities not to euthanise Lali circulated on Thursday. A woman identifying herself as the dog’s former groomer described him as gentle and extremely friendly towards people.
The appeal asked supporters to write to the department requesting that Lali undergo a full assessment by a qualified animal behaviourist and be given an opportunity for rehabilitation.
It also called for the dog to be transferred to an animal welfare organisation capable of providing professional training, arguing that he should not pay for failures in his handling and care.
Kent Luk Ka-chit, founder of Paws Guardian Rescue Shelter, said earlier that the dog had changed hands several times.
He said Lali was initially taken in by a wealthy family as a guard dog but was later given away after struggling to get along with another dog in the household.
Luk said he believed Lali was a mastiff-type dog, adding that such large, powerful animals required experienced handling and secure containment.
