The Hong Kong government hopes to begin redeveloping the Victoria Park Tennis Centre by 2030, the sports minister has said, stressing the city needs to host higher-tier tournaments and create another multi-purpose venue.
Secretary for Culture, Sports and Tourism Rosanna Law Shuk-pui said on Saturday that authorities were conducting feasibility studies on upgrading the popular tennis facility in Causeway Bay and hoped to begin work within the time frame covered by the city’s new five-year plan.
But the completion date would depend on the finalised design and scale of the facility, she added.
“Once that becomes a concrete plan, we will of course need to go through the Legislative Council – there’s a funding process,” Law said. “We will secure the resources internally and then go to Legco for funding approval.”
In his policy address on Wednesday, Chief Executive John Lee Ka-chiu said the government would explore redeveloping Victoria Park Centre Court and its ancillary facilities into an all-weather, multi-purpose venue capable of hosting bigger, higher-tier sporting events, as well as performances.
The proposed redevelopment is part of a broader strategy to boost tourism by combining sports, mega-events and other attractions to make Hong Kong a top global destination, one of the goals of the five-year plan.
Law said the revamped venue was intended to host at least an ATP 500 tournament and potentially an ATP Masters 1000 event, which required seating for 7,000 and 10,000 spectators, respectively.
Hong Kong holds the rights to stage WTA and ATP 250 tournaments, with the Prudential Hong Kong Open scheduled for November and the men’s event held at the start of the year.
Law said the initial proposal included a centre court for finals and matches involving seeded players, one or two side courts that could accommodate hundreds of spectators, warm-up courts, gyms and facilities where athletes could relax.

She added that the venue would be multi-purpose and could host other ball sports, performances and concerts, helping to meet growing demand for a wider range of event spaces.
Asked why authorities had selected Victoria Park for redevelopment, Law pointed to the number of tourists drawn to tennis matches there and the experience of Kai Tak Sports Park, saying key considerations were that the location was easily accessible and in a mature urban area to create synergy.
“Taking these considerations together, it makes us feel Victoria Park is a very suitable place,” the minister said.
On subdued tourist spending, Law said overall consumption remained “conservative”, but footfall on major shopping streets had increased. Queues were visible outside large retailers, although sales volume had declined.
“I think the most important thing is that we need to hold some events that can be attended only in Hong Kong,” she said. “We first need visitors to come for the buzz before they bring the money.”
Regarding assessing the performance of Kai Tak Sports Park, the minister said authorities now placed greater weight on economic impact, citing this summer’s football matches and major concerts.
Such events created thousands of jobs and generated spending beyond ticket sales, extending to retail, dining, hotels and transport, she added.
Under the current five-year plan, the city is also counting on new attractions to sustain visitor interest, including a forthcoming adventure zone at Ocean Park and a new Marvel-themed land at Hong Kong Disneyland Resort on Lantau Island.
Law said that raising visitor spending also depended on improving the overall experience of tourists.
The city needed to enhance service quality and tour-guide standards while offering incentives to encourage purchases, such as “ticket-stub offers” included in the five-year plan.
