Hong Kong’s policy address next week will continue with measures to help local news outlets expand overseas and build global networks, the South China Morning Post has learned.
A source said on Thursday that Chief Executive John Lee Ka-chiu’s “go global” initiative would assist local media, which report in Chinese and English, in reaching readers beyond the city.
The industry could offer media services particularly in countries that came under the umbrella of the Belt and Road Initiative, the insider added.
“The government will continue to assist local media in expanding their networks outside Hong Kong and telling good Hong Kong stories,” the source said.
“This marks the second consecutive year that the chief executive has incorporated support for local media network expansion into the policy address.”
The insider noted that the chief executive pledged last year that the initiatives would not involve any interference with media operations.
Lee is scheduled to present his policy address and the city’s inaugural five-year plan on Wednesday.
In last year’s policy address, the initiatives for the media fell under the chapter “integrating into the overall national development”, which laid out ways to further turn Hong Kong into a platform for overseas expansion to create business opportunities and economic returns.
The media measures align with the latest national five-year plan, which calls for building China’s international discourse and improving communication effectiveness to present a “reliable, admirable and respectable” image of the nation.
The source said that Hong Kong could leverage its fact-based journalism to attain this goal, adding that the move to go global could also create new revenue for media companies and enhance their international profile, including through hosting conferences.
Other than government support, media sector players needed to strengthen their offerings locally and abroad, such as through marketing, public relations, event planning and social media, so they could seize opportunities, the source said.
Lee led a delegation to Central Asia in June that included the chairwoman of the Newspaper Society of Hong Kong, Tammy Tam, who is also the SCMP’s publisher.
“During the visit, Hong Kong media organisations signed seven memorandums of understanding with government departments, mainstream media, financial institutions, technology parks and telecommunications enterprises in Kazakhstan and Uzbekistan,” the source said.

The SCMP then hosted the inaugural China Conference: Central Asia in Astana, Kazakhstan’s financial and commercial hub, on Monday.
The conference was co-organised by the Astana International Financial Centre. Central Asian countries are core economies under the Belt and Road Initiative, China’s strategy to boost global trade and infrastructure connectivity.
Last month, Director of Information Services John Tse Chun-chung led local media executives to the Asia-Pacific Broadcasting Union’s Kuala Lumpur headquarters, witnessing the signing of eight memorandums of understanding with regional peers, think tanks and production firms to expand international operations.
The agreements aim to facilitate and support visits to Hong Kong by media professionals from association member organisations to promote dialogue and understanding.
A source told the SCMP that the association would organise two international conferences in Hong Kong next year.
Meanwhile, Tse said on Thursday night that the government’s Information Services Department had helped facilitate a panel discussion at the Belt and Road Summit earlier that day that was co-hosted by a Hong Kong media company and the event organiser.
He added that such facilitation underlined Hong Kong media’s ability and professionalism in organising global events.
The panel, titled “From Innovation to Implementation: Hong Kong’s AI Advantage in Belt and Road Initiative”, was co-organised by the SCMP.
