Hong Kong’s flagship technology hub at the border received a better-than-expected six bids from conglomerates and hi-tech firms for its inaugural land tender by the deadline on Monday, with industry leaders describing the project as a springboard for mainland Chinese firms going global.
The Loop Hong Kong Park Company, which operates the Hong Kong-Shenzhen Innovation and Technology Park (HSITP), said it received strong interest in four land parcels with a combined gross floor area exceeding 76,000 square metres. The sites are earmarked for innovation and technology (I&T), and talent accommodation.
The tender followed closely after a land sale for a Northern Metropolis pilot project at Hung Shui Kiu, which drew only two bidders in July. The Hung Shui Kiu site is the first large-scale land sale to combine property development with the creation of an I&T hub.
The bidders for the tender, which opened in June, included high-end innovation and technology industries and large conglomerates, the operator said.
“The enthusiastic response to this inaugural tender shows the industry’s full recognition of Hong Kong’s strengths in innovation and technology, as well as its confidence and high expectations for the park’s development,” it said.
It added that the site sale used a weighted “two-envelope” scoring system, allocating 70 per cent to technical proposals and 30 per cent to financial offers.
The operator said this framework encourages developers to submit forward-looking blueprints that bridge scientific research with commercial applications across the entire supply chain.
Successful bidders will be responsible for the design, construction, financing and management of the relevant sites, including the accommodation facilities. Winning bids are expected to be announced in October.
The Loop Hong Kong Park Company said it would evaluate submissions based on the criteria set out in the tender documents, with the contracts expected to be awarded before the end of the year.
HSITP is located in the Hetao cooperation zone proposed by Beijing in 2017, comprising two parks on either side of the border between Hong Kong and the mainland.
The project is part of the Northern Metropolis megaproject.
Kathy Lee, head of research and retail at Colliers, said the response exceeded market expectations and highlighted keen corporate interest in the border innovation park.
Backed by strong support from both local and mainland authorities, the park offered a unique competitive edge as a nexus where cross-border data flows, biological samples and international capital converge, she added.
Lee said that this ecosystem enabled tech companies to scale up research and development while accelerating commercial expansion.
Lawmaker Duncan Chiu noted that the park could serve as the first pilot project for cross-border innovation, achieving early breakthroughs in life sciences and the movement of research personnel.
“Expectations for cross-border synergy remain high, and the project offers substantial advantages for tech firms,” he said.
Francis Fong Po-kiu, honorary president of the Hong Kong Information Technology Federation, said the project could serve as a launch pad for mainland tech firms to expand globally by adapting to Hong Kong’s institutional framework.
According to the tender documents obtained by the South China Morning Post earlier, bidders must deposit a bank-backed, on-demand “construction bond” of HK$100 million as a financial guarantee upon signing the agreement as security for fulfilling contractual obligations.
The four land parcels comprise two dedicated information technology sites and two sites for accommodation for workers, with a total gross floor area exceeding 76,000 square metres.
Bidders also face an exceptionally tight deadline, as the document also stipulates that construction must be finished within 30 months of signing the sublease, with a “long stop date” final target set for April 1, 2030.
