Global drug maker Pfizer and biotech firm Amgen, each valued at more than HK$1 trillion (US$153 billion), are among 22 strategic enterprises from the fintech, cloud computing and aerial transport sectors to open or expand offices in Hong Kong.
The firms attended a ceremony on Monday to sign agreements with the Office for Attracting Strategic Enterprises (OASES).
It marked the sixth cohort under the government’s flagship investment initiative since its launch, as the South China Morning Post earlier reported.
Financial Secretary Paul Chan Mo-po said 124 strategic enterprises have established operations in the city, promising an expected HK$73 billion in investment and around 25,000 jobs.
“Many enterprises have also chosen to settle in the Northern Metropolis to leverage the proximity and synergy with Shenzhen and other Greater Bay Area cities,” he said at the signing ceremony.
He added that early batches of enterprises have already made a tangible impact, and about 75 per cent of these companies have set up or are establishing their regional or global headquarters in Hong Kong.
OASES director general Peter Yan King-shun said that overseas companies accounted for half of the total in the latest batch of strategic enterprises, with firms originating from Europe, the United States and Southeast Asia.
He said that amid a complex global landscape, the trend showed that companies recognised Hong Kong’s highly stable environment and policies.
Yan added that strategic enterprises could serve as a powerful engine for economic growth and industry development, reinforcing Hong Kong’s role as a “superconnector” and “super value-adder” between mainland China and the world.
Four of the firms in the latest batch told the SCMP that they plan to leverage Hong Kong’s global connectivity while capitalising on the opportunities presented by its integration with the Greater Bay Area.
The Greater Bay Area refers to the central government’s scheme to link the cities of Hong Kong, Macau, Guangzhou, Shenzhen, Zhuhai, Foshan, Zhongshan, Dongguan, Huizhou, Jiangmen and Zhaoqing into an integrated economic and business hub.
Pfizer, a leading global research-based pharmaceutical and biotech firm with a HK$1.2 trillion market capitalisation as of April, said Hong Kong’s designation of life and health technology as a strategic sector offered key advantages.
To capitalise on this, the firm said it hoped to accelerate clinical approvals and enhance communication with authorities on public health, disease burden and vaccination programmes.
Pfizer also plans to hire more artificial intelligence (AI) experts for data analysis, patient management and business optimisation.
Amgen, meanwhile, is one of the world’s largest independent biotechnology companies. It was founded in 1980 and is headquartered in California.
The firm focuses on discovering, developing and delivering human therapeutics for serious illnesses, using advanced human genetics and molecular biology to treat diseases in oncology, cardiology, bone health, inflammation and nephrology.
As of April 2026, Amgen’s market capitalisation is about HK$1.5 trillion.

The sixth batch included German firm Boehringer Ingelheim, China’s Jiangsu Hengrui Pharmaceuticals, and Haya Therapeutics, which focuses on life and health technology.
In the transport sector, the government secured commitments from Chinese ride-hailing giant Didi Chuxing and electric vertical take-off and landing (eVTOL) manufacturer AutoFlight.
Shanghai-based AutoFlight is a leading eVTOL firm, valued at more than 1 billion yuan (US$146.7 million). Its “lift and cruise” technology combines helicopter-like vertical take-off with the efficiency of conventional flight. Such models can be used as sports aircraft, an autonomous cargo drone and an air taxi.
The fintech sector includes PalmPay, a leading financial technology company and digital bank serving emerging markets in Africa and Asia, with more than 40 million registered users worldwide.
Among cloud computing-related firms setting up in the city is LightSpeed Studios, a global game development studio under Tencent Games. It is also supported by Tencent Cloud’s technology stack for development, operations and global scalability.
Chan said on Sunday that the new batch of enterprises would include life and health technology companies regarded as world leaders in their fields.
“They will conduct clinical research in Hong Kong, further bolstering the city’s position in international medical research and development,” he said.
More than 11,000 non-local enterprises had established a presence in Hong Kong as of last year, according to government data.
The figure is a record high and represents an 11 per cent increase from the previous year.
