Some 500 guests are expected to attend an Apec finance ministers’ meeting in Hong Kong in October, the first to be held in the city, with authorities set to appoint a team led by two senior officials to oversee planning for the event.
Secretary for Financial Services and the Treasury Christopher Hui Ching-yu told a Legislative Council panel meeting on Monday that the government proposed setting up an event coordination team under his bureau to prepare for the meeting.
“This meeting will provide an ideal platform for finance ministers of member economies to exchange views on regional and global economic outlooks,” he said.
“At the same time, it will allow Hong Kong to showcase its latest advancements in finance and economic development to all participating members.”
About 500 delegates, including finance ministers and senior officials from the 21 Apec member economies, as well as representatives from international organisations, were expected to attend the three-day meeting in October, Hui said.
Chinese President Xi Jinping announced last year that China would host the 33rd Asia-Pacific Economic Cooperation economic leaders’ meeting in Shenzhen on November 18 and 19.
The country’s finance ministry will host the finance ministers’ meeting in Hong Kong, while city authorities will handle the event’s logistics, such as arranging the venue, transport and accommodation.
A meeting of the organisation’s tourism ministers will also be held in Macau in June.
“Organising such an important international conference requires meticulous advance planning and effective execution by dedicated personnel,” Hui said.
“It is therefore necessary to establish a specialised conference coordination team, led by directorate-grade officers, to manage liaison and preparatory work across all areas and ensure the smooth delivery of the event.”
Hui proposed creating two non-permanent roles – head and deputy head of the coordination team – under the financial services branch of his bureau to oversee the planning of the event.
He recommended appointing an administrative officer at the staff grade B level to head the group and a senior principal executive officer as deputy.
Since Sunday, senior officials from the 21 member economies have been meeting in Guangzhou to set the agenda and discuss policy-related matters.
In an informal Apec senior officials’ meeting held in Shenzhen in December, China revealed that the priorities of this year’s meetings would be “openness, innovation and cooperation”.

Separately, Hui also proposed that an anti-money-laundering position in the police force be made permanent – that of a chief superintendent to head the financial intelligence and investigation bureau, first established in May 2021 for a period of five years.
“Although we have gained ground in [combating money laundering and terrorism financing], the landscape of such activities is evolving,” he said.
“Technological advancements that lead to new laundering methods, the ongoing digitalisation of money laundering and terrorism financing activities, and the rise in cross-border crimes have made investigations increasingly complex and sensitive.”
Amid this evolving landscape, Hui proposed that the role be made permanent to improve the force’s investigative capability in handling financial crimes.
