Two universities in Hong Kong have signed partnership agreements with a leading varsity in Kazakhstan, with the city leader saying the moves will help deepen academic collaboration and strengthen social bonds.
The Education University of Hong Kong and Polytechnic University signed separate memorandums of understanding (MOUs) with Nazarbayev University on Wednesday to boost cross-border research and student exchanges.
The signings were witnessed by Chief Executive John Lee Ka-chiu, who is leading a 70-strong delegation to explore business opportunities in Central Asia.
On Wednesday, the delegation visited Nazarbayev University, where Chinese President Xi Jinping first announced the Belt and Road Initiative more than a decade ago.
During a state visit to Kazakhstan in 2013, Xi proposed building an “economic belt” along the ancient Silk Road, a concept that later evolved into the belt and road plan, Beijing’s high-profile transcontinental infrastructure and investment strategy.
Lee said the initiative had since reshaped global cooperation in terms of policy coordination, infrastructure connectivity, free trade and financial integration.
“More than a decade on, the foundations laid here are delivering rewarding results: new trade corridors, stronger financial flows and a clearer recognition that shared prosperity is the most sustainable path forward,” he said.

Lee underscored the importance of education in paving the way to “lasting prosperity”, lauding the partnership between the Hong Kong University of Science and Technology and Nazarbayev University last year to launch a joint bachelor of business administration programme in Eurasian business.
EdU aims to promote cross-border research and academic collaboration among belt and road countries and position the city as a global education hub through joint supervision and recruitment of PhD students under the partnership.
Tycoon Richard Li Tzar-kai’s technology, media and telecommunications firm HKT signed a MOU with EdU to promote talent development and exchanges between Hong Kong and Central Asia. It will offer 13 Kazakhstani students scholarships to study at the university, fostering greater international exposure and learning, the company said.
PolyU, meanwhile, aims to collaborate with Nazarbayev University on research, as well as student and staff exchanges and academic activities.
“These agreements will deepen academic and research collaboration,” Lee said. “They will strengthen people-to-people ties between Hong Kong and Kazakhstan.”
Lee said that currently about 500 Kazakhstanis were among the more than 6,000 students from belt and road countries studying in programmes funded by the city’s University Grants Committee.
Professor Waqar Ahmad, president of Nazarbayev University, welcomed the new partnership deals, calling them a “win-win” situation for both sides.
He said his university, founded in 2010, was a young institution and that there was “so much for them to learn from Hong Kong”, the only city in the world with five top 100 universities.
The delegation also attended a lunch hosted by Nasdaq-listed Freedom Holding, Kazakhstan’s leading retail brokerage and investment bank, before heading to Uzbekistan to continue the five-day official visit.
Separately, the City University, which was not in the government delegation, signed a MOU with Satbayev University to jointly explore and develop executive education programmes related to artificial intelligence and digital development.
