China-based Korean independence leader Sin Kyu-sik was the real mastermind behind his country’s provisional government in exile, according to new research that promotes him to a main player in the resistance against Japan’s occupation.
The research was presented at a symposium in Seoul co-hosted by Gwangbokhoe, the official association for those who fought against Japan’s occupation.
The academic exchange, which was backed by South Korea’s Ministry of Patriots and Veterans Affairs, underscored how a shared legacy of anti-Japanese resistance continues to forge ties between intellectuals from the two countries.
Sin, who was born in 1880, was one of many patriots who fled to China after Japan’s annexation of Korea in 1910 and played a crucial role in the fight for his country’s independence.
According to Sun Kezhi from Fudan University’s history department, Sin was the “chief planner” of the March 1 Movement of 1919, a pivotal overseas uprising against Japanese colonial rule that was triggered by nationwide public demonstrations in Korea.
The uprising galvanised the independence movement and led directly to the establishment of the Korean Provisional Government (KPG) in Shanghai later that year to coordinate resistance.

In his presentation on August 11, Sun told the gathering that Sin was also a key figure in the establishment of the KPG, according to a report on Thursday by Shanghai-based media outlet The Paper.
The KPG – which is recognised in the South Korean constitution as the historic precursor to the modern Republic of Korea – operated from Shanghai for 13 years before relocating to cities including Hangzhou and Chongqing until its return after Japan’s defeat in 1945.
Throughout that time, Korean freedom fighters worked alongside Chinese allies in a joint resistance against imperial aggression.
The Paper’s report noted that an eye-catching highlight of the conference was Sun’s unveiling of multiple newly discovered Chinese historical materials relating to Sin and his systematic arguments of what they revealed.
Sun placed Sin’s arrival in Shanghai in early May 1911 – rather than March or December that year as earlier scholarship suggested – putting him directly on the ground during the Wuchang Uprising in October and the subsequent battle for Shanghai.
Sin’s placement at the scene during these key events of the Xinhai Revolution which dismantled the Qing dynasty and gave birth to the Republic of China re-evaluates him as not merely a political refugee, but an active participant alongside Chinese revolutionaries.
Previous records showed that Sin forged intimate ties with modern China’s founder Sun Yat-sen and other revolutionaries, and persuaded Chinese leaders to enrol Korean youths in military academies, training future independence leaders.
As the KPG’s prime minister and its head of foreign affairs, Sin served as a special envoy to Sun’s government in Guangzhou in 1921, securing official mutual recognition between the two revolutionary governments.
When Sin died in Shanghai in 1922, more than 1,000 Chinese and Korean mourners attended his funeral.
Sin was a central coordinator
Sun’s most striking claim in his presentation was that Sin was the overall planner of the 1919 independence movement’s overseas drive, in contrast to established South Korean historiography.
The overseas planning of the movement and the establishment of the KPG has historically largely centred on figures such as Lyuh Woon-hyung and organisations like the New Korean Youth Association.
Sun argued that Sin served as the central coordinator, sending delegates to Tokyo, Manchuria and the Maritime Province of Russia to organise declaration efforts in the lead-up to March First Movement.
The historian also traced the KPG’s institutional origins to the 1917 Proclamation of Great Unity, which first articulated popular sovereignty and advocated assembling representative independence groups worldwide, and was spearheaded by Sin, he said.
Sun’s findings sparked rigorous debate, with renowned Korean scholars – including Jang Seok-heung from Kookmin University and Jeong Byung-joon from Ewha Womans University – initially questioning his claims.
However, after Sun presented meticulous, previously unknown Chinese archival documents, the Korean panel conceded without further objection, according to The Paper’s coverage.
Another report by South Korea’s Yonhap News TV noted that Sun’s claims were discussed with South Korean independence historians as research views, not as settled conclusions.
The academic breakthrough aligns with a broader diplomatic effort between China and South Korea to reinforce a united front against modern Japanese historical revisionism and regional remilitarisation.
Faced with Tokyo’s security policy shifts, expanded defence budgets and continuing attempts to downplay wartime atrocities, Beijing and Seoul have increasingly leveraged their shared wartime anti-fascist heritage to preserve the post-WWII international order.


Chinese local authorities and the South Korean government have jointly funded and restored more than 400 historic resistance sites across China, including the former KPG headquarters and the An Jung-geun Memorial Hall in the northern city of Harbin.
Fuelled by China’s expanded visa-free entry policies and short two-hour flights, an increasing number of South Koreans have visited these historical sites in recent years.
In January, South Korean President Lee Jae Myung concluded his four-day visit to China at the former KPG site in Shanghai, underscoring the two countries’ shared historical experience under Japanese colonial rule.
“The history of Korea’s struggle for independence cannot be told without China,” he said. “Nearly half of Korea’s independence movement sites are located in China, making this country a central stage of our historical struggle.”
This year also marks the 150th anniversary of the birth of Kim Gu, the independence leader who served as the KPG’s president.
In his January address, Lee said that “correcting history is the path to opening the future together”.
“I hope today’s ceremony honours the sacrifices of our forebears and further strengthens friendship and cooperation between Korea and China.”
