Zhu Senlin, a former Guangdong governor and key enforcer of the province’s economic transformation when China was opening up in the 1990s, died on Monday aged 95, according to official media. Nanfang Daily, mouthpiece of the Guangdong party committee, confirmed on Tuesday that Zhu had died due to illness. Shanghai-born Zhu spent more than five decades in the southern province that neighbours Hong Kong. He is widely remembered as a pragmatic, steady administrator who steered Guangdong through the most critical two decades of China’s reform and opening-up era – first as mayor and party chief of Guangzhou in the 1980s, and later as governor of Guangdong from May 1991 to February 1996. He took over as governor from Ye Xuanping, the eldest son of marshal Ye Jianying. Zhu was also known for accompanying late paramount leader Deng Xiaoping on the Guangdong leg of his landmark Southern Tour in the spring of 1992, which covered Shenzhen, Zhuhai, Guangzhou and Shanghai. Along with then Guangdong party chief Xie Fei, he flanked Deng during the party patriarch’s visit to the province. Zhu and Xie were widely regarded as part of the core team implementing Deng’s instructions to revive China’s commitment to reform amid isolation from the West and heavy resistance from political conservatives after the Tiananmen Square crackdown in 1989. Designated as China’s first special economic zone in 1980, Shenzhen grew rapidly following Deng’s visit to serve as the bridgehead of Guangdong’s vibrant export sector, with Hong Kong channelling investments to mainland China and connecting it to the world. Zhu enrolled at Tsinghua University to study sociology in 1948. He joined the Communist Party in 1952 and was sent to Guangzhou – a city that would become his home and political theatre for decades – that same year. Starting as a grass-roots cadre in the municipal organisation department, he rose through local leadership ranks, eventually serving as Yuexiu district party chief, municipal secretary general and head of the Guangzhou Economic and Technological Development Zone. While on the city’s municipal party committee, Zhu paved the way for the Nansha development area at the southern tip of Guangzhou. While he was governor in 1993, Zhu oversaw the establishment of Nansha as a state-level new area, which has subsequently been promoted as the Pearl of the Greater Bay Area. Zhu was also a familiar face to many Hong Kong business leaders as he tried various policies to woo overseas capital to his province. Besides land offers and tax rebates, Zhu instituted China’s first “honorary citizen” award in Guangzhou in 1986 in a bid to recognise the vital role of overseas Chinese, in particular, Hong Kong and Macau investors who brought capital, technology and management expertise to the mainland. Tycoon Henry Fok Ying-tung, who developed Guangzhou’s landmark White Swan Hotel – the mainland’s first five-star hotel open to the public – was among the first three recipients. Fok was also among the first big investors of Nansha. The framework quickly became a model adopted across China to foster investor confidence. Under Deng’s directive to catch up with Asia’s “Four Little Dragons” in 1992, Zhu encouraged an aggressive expansion of Guangdong’s private sector and oversaw state-owned enterprise (SOE) restructuring and heavy infrastructure investments. During his tenure as governor, Zhu greenlit and initiated planning for Guangzhou’s New Baiyun International Airport, laying the structural groundwork for what would become one of Asia’s busiest aviation hubs. Zhu assumed the chairmanship of the provincial legislative body in 1996 after stepping down from the governor’s role and served until his retirement in February 2001. Reflecting on his career in a 2019 memoir published to coincide with his 89th birthday, he wrote: “I have had the good fortune to live into this new era, a great new era moving towards national renewal.”
