Chinese forecasters warned that more extreme weather was on the horizon as the country continued to battle the aftereffects of former typhoon Bavi on Wednesday.
Jilin province in the northeast issued an emergency alert on Tuesday night for flooding of multiple rivers. Authorities called for traffic controls, cautioned residents to stay home and ordered people near the rivers to evacuate.
Jilin weather authorities said that due to heavy rain, at least 10 cities in the foothills of the Changbai Mountains were at risk of landslides on Wednesday. The mountain range stretches across northeast China and into North Korea.
The National Meteorological Centre issued a yellow rainstorm alert, the third strongest in a four-tier warning system.
While the effects of Bavi were easing, forecasters said more storms were expected.
China’s State Council warned that another five or six typhoons would be generated in the northwest Pacific Ocean and South China Sea by the end of next month, with two or three making landfall or affecting the country.
Heavy rain and floods are expected in multiple regions through September, while Beijing, Tianjin, Fujian province, parts of Guangdong province and the autonomous regions of Tibet and Xinjiang are expected to get about 20 to 50 per cent more rain than usual, according to the State Council, China’s cabinet.


Forecaster Chen Lijuan told state news agency Xinhua this week that average rainfall across northern China had reached 22.8cm (9 inches) so far this flood season – the highest volume for the period in a decade and 23.1 per cent above normal levels.
She added that Hebei province and Tianjin municipality had registered their heaviest rain since records began in 1961.
Due to global warming and El Nino, extreme weather events are becoming more frequent, with multiple disasters affecting more regions, making monitoring and forecasting more challenging, according to Xinhua.
Yu Shiyong, professor at Jiangsu Normal University’s school of geography, geomatics and planning, explained that extreme weather was linked on a global scale by “atmospheric teleconnection”.
A “heat dome” in Europe can trigger atmospheric shifts across Eurasia, either causing warm and cold air masses to converge or drawing in increased monsoon moisture.
“But whether this pattern actually triggers torrential rains in China depends on multiple factors,” he said. These include the movement of moisture inland from the South China Sea and the western Pacific, remnants of typhoons, southward intrusions of cold air, the movement of air over mountains and soil moisture.
He cautioned that heavier precipitation patterns posed severe challenges, especially in northern China, where engineering standards, drainage systems, evacuation experience, flood monitoring and public awareness lagged behind those in historically flood-prone areas.
More work is needed to strengthen preparations for extreme weather, according to Beijing Daily. The newspaper said local governments must prepare for extremes, hold drills, establish plans based on weather changes and communicate across departments to reach all residents.
