China unveiled regulations on Monday to strengthen implementation of its anti-sanctions law as part of efforts to counter external hostilities.
The Anti-Foreign Sanctions Law was passed in June 2021 as Beijing sought to expand its legal toolbox and countermeasures in the face of growing US hostility and restrictions.
The law stipulates that any person or entity found to have implemented discriminatory measures against Chinese entities or citizens may be placed on an anti-sanctions list.
The State Council, China’s cabinet, on Monday released regulations outlining 22 provisions to boost implementation of the law.
The regulations elaborate on the scope of the items and punishments included in countermeasures. They also set rules to refine coordination and implementation of the law by government departments.


Any foreign country seen to be adopting discriminatory restrictive measures against Chinese organisations and citizens, interfering in China’s internal affairs, or endangering its sovereignty may be subject to countermeasures.
Those on the anti-sanctions list can be denied entry into China, restricted from doing business in the country, and have their assets within China seized or frozen.
The regulations also state that seized property can include cash, bank deposits, intellectual property rights and natural resources.
Foreign individuals and entities can be prohibited from activities in sectors including education, legal services, science and technology, economy and trade, culture and tourism, environmental protection, and sports.
According to the regulations, the Chinese government can enforce the countermeasures by banning those on the list from importing and exporting related goods and technologies.
The regulations also urge better coordination between departments, including strengthening information sharing, as well as more transparency in the countermeasures process.
The law stipulates that any individuals or organisations subject to countermeasures can apply for suspension, modification or cancellation of the measures and must provide evidence that they have corrected their behaviour and eliminated the consequences of it.
There have been calls for Beijing to strike a balance between ensuring national security and retaining foreign investment.
