For years, the conventional wisdom in Washington was that America’s China policy was moving in one direction: tougher.
But walk into a classroom at Georgetown, Rice or another US university where the next generation of diplomats and foreign-policy professionals is being trained, and the picture looks less settled.
A generation that has grown up with China’s rise is increasingly sceptical of the idea that Beijing should be treated primarily as America’s great strategic rival.
That matters because many of these students are likely to enter the US State Department, Congress, think tanks, intelligence agencies and the national security bureaucracy.
The question is what they will take with them. Are younger Americans beginning to see China differently from the policymakers who shaped the current consensus – or are their views simply a response to the political and economic moment?


The experts observing the shift agree that something is changing, but differ over whether it will endure, whether it will survive the pressures of Washington, and how China’s own behaviour could shape what comes next.
“There is a shift in attitudes among students between the time I began teaching in 2016 and today,” said Dennis Wilder, a professor at Georgetown University’s Walsh School of Foreign Service and a former CIA China analyst. The change, he added, crossed disciplines.
Wilder said his recent students were “much more sceptical of the [Donald] Trump administration’s concentration on the ‘China threat’”.
Increasingly, he noted, they were questioning the adversarial logic that had shaped American foreign policy for generations. “Many see US foreign policy as always requiring an adversary,” Wilder said, pointing to the Soviet Union, the war on terror, and now China.
He added that his students ask “why did the long wars occur in the Middle East and what was the point”, while noting that China, despite tensions with its neighbours, had not been at war since 1979.


At Rice University, Steven Lewis, who teaches both first-year undergraduates and graduate students in global affairs, said he was seeing “a change towards a more positive view of China”.
“My students just know they are faced with traditional media that portray China almost exclusively negatively, according to political interests that don’t necessarily align with those of their generation,” Lewis said. “There’s also a broad cynicism about the motives and beliefs of older generations.”
That scepticism is showing up beyond the classroom. A Searchlight Institute survey published in March found that 62 per cent of Americans aged 18 to 34 favoured “cooperating with China and improving US-China relations”, compared with 29 per cent who preferred to “stand up to China”.
China looks different to them
Ali Wyne, a senior research and advocacy adviser for US-China relations at the International Crisis Group, sees the shift as part of a wider generational change.
“Younger Americans are more accustomed to a resurgent China,” Wyne said.
But he identified another important factor: economic anxiety.
Because younger Americans were more pessimistic about their economic prospects, Wyne said, they were more likely to regard strategic competition with China as “a distraction from – rather than a cause of – their cost-of-living concerns”.


He added that young people were “more likely to engage with digital media platforms, which offer a wider glimpse into everyday life in China than traditional ones”.
Lewis also attributed much of the shift in attitudes to a combination of social media exposure and deep scepticism of traditional coverage.
Many of his American students had never been to China, he noted, and after years of default-negative media portrayals, were increasingly turning to social media platforms for glimpses of everyday life there. “Many express surprise and great interest in travelling to and enjoying the PRC,” Lewis said, using the acronym for the People’s Republic of China.
Wilder agreed that social media was giving young Americans a wider window into everyday life in Chinese cities than previous generations had.
But he warned that this could also produce blind spots.
Limited reporting on human rights abuses, religious repression and restrictions on free speech in China creates an unduly favourable impression of the country, according to Wilder. “The views [young Americans] see on TikTok and Twitter are largely pro-China, and US propaganda is very limited,” he said.

Still, the broader effect is difficult to miss: China is increasingly something young Americans experience, rather than simply something they are told about.
Wilder said more students learned Chinese from a young age, and many had met Chinese students or Chinese Americans. “They find them polite and friendly,” he added.
He also cited “disenchantment” with US institutions, adding that young Americans “do not see the US system as that much better than China’s”.
Can the shift reach Washington?
As many of these students begin careers in government, Congress, think tanks and the national security establishment, the question is whether their views will follow them into Washington.
Wyne believes “the shift is likely to appear in the views of aspiring foreign policy professionals overall”.
But he cautioned that any lasting change would be slow. Given the foreign policy bureaucracy’s prevailing centre of gravity, “any enduring change in America’s approach to China would likely unfold slowly, across several presidential administrations”.




That institutional consensus, Wyne said, would also put pressure on Trump’s successor to “get tough”, amid an expanding range of disputes with Beijing and congressional criticism of the current administration’s China policy.
For now, there was “a marked gap between how many policymakers frame US-China relations and how a significant share of young Americans do”. That gap could gradually narrow, he said, as a new generation moved into more influential roles in Washington.
But whether this generation actually reshapes China policy may depend as much on what happens next as on what it believes now. Wyne said younger Americans’ views could harden if US-China tensions escalated – whether in the wake of a tougher White House approach or a serious security crisis between Washington and Beijing.
Wilder said his students’ views were similarly shaped by concerns about Taiwan, as well as Beijing’s increasingly assertive behaviour towards Japan and the Philippines. “In general, students have the most positive feelings about Japan, and are more eager to visit there and Taiwan than China,” he said.
At the same time, he said, “They know that China is modernising its military, but they are tired of endless conflicts.”

So could this generation of Americans ultimately weaken the bipartisan China consensus?
“Much depends on Beijing’s approach to the US and the world,” Wilder cautioned, adding that young Americans’ views of China would become more negative if Beijing adopted a more confrontational approach abroad.
At the same time, however, recent years have witnessed a noticeable decline in student interest in public service and diplomacy careers, according to Lewis.
“My feeling is that our students are exhausted by and discouraged by the political atmosphere here in the US, at least for the next few years … When there are few opportunities for advancement or internships at State, they naturally turn elsewhere, especially [to] foreign study,” he added.
Whether the more open attitudes towards China that he observed would ultimately shape policy remained unclear, he said. “I think it’s far too early to say … Few policies or debates in [Washington] DC … seem to be directed at the interests and beliefs of anyone under 30 or 40.”
