Vietnamese Prime Minister Pham Minh Chinh has expressed confidence about “positive” results ahead of the US trade deal deadline in two weeks, while pledging to maintain a “good balance” between the US and China.
“I hope that you will see that the result will come earlier than two weeks,” Pham told the World Economic Forum’s summer meeting in the Chinese city of Tianjin on Wednesday.
“We have self-confidence. We would arrive at something positive, and that will bring about benefits to the US, to American consumers, to us … to all countries around the world.”
The Annual Meeting of the New Champions, also known as “Summer Davos”, comes as dozens of US trade partners approach the expiry of a 90-day pause on tariffs imposed by the Trump administration.
Vietnam has been among the hardest hit by President Donald Trump’s global tariff war launched on April 2. Hanoi has been in active negotiations with the US – its largest export market – to avoid the 46 per cent duties set to be imposed on Vietnamese products from July 9, the deadline Trump set for a deal.


Vietnam’s Communist Party chief To Lam is expected to travel to the US in the coming weeks to finalise an agreement, including offering to buy more Boeing aircraft and tariff reductions to between 20 and 25 per cent, Bloomberg reported last week. The two countries are also reported to be close to reaching a trade framework following several rounds of negotiations.
A trade deal with Vietnam would mark the second major agreement secured by the Trump administration with a key trade partner, following the deal reached with Britain in May and finalised earlier this month.
Talks with other countries, including China, have yet to produce a breakthrough, although Beijing and Washington have agreed on a 90-day reprieve to lower reciprocal tariffs while the two sides work on a comprehensive deal.
The United States has long accused the Southeast Asian nation of serving as a “back door” for Chinese exports to circumvent US tariffs imposed on China, Vietnam’s top import market. The US and China, the world’s two largest economies, have been engaged in a trade war since Trump’s first term.
China has stepped up neighbourhood diplomacy since Trump launched his global tariff war, with President Xi Jinping and Premier Li Qiang both touring Southeast Asia in the past two months.
Meeting Pham in Tianjin on Tuesday, Li said the two countries should “unite more closely” and promote inclusive economic globalisation amid uncertainty and instability in the world.
At Wednesday’s event, Pham was asked whether Trump’s tariff policy was driving the region more towards Beijing. He responded that every country had an independent policy and would make the best decision in its own interest.
All countries could choose how best to “address one issue without spoiling another, to win one’s heart without losing another’s,” he said.


Vietnam has long walked a fine line in the US-China rivalry, maintaining strong economic ties with Beijing while strengthening defence cooperation with Washington. Its rapidly growing market has also become a major destination for both US and Chinese capital.
In a separate discussion at the Summer Davos on Wednesday, Pham noted that Vietnam would maintain a “good balance” between the US and China.
“Vietnamese [are] certainly also looking to diversify our markets, our products, our supply and production chain, just in case it comes under the weather,” he said.
“We need to have room to manoeuvre. So that is a foundation upon which we balance our relations. And I think that we’re doing well in this.”
