The Hong Kong government will launch a single residential site in Kowloon for tender in its third financial quarter, as authorities focus on the Northern Metropolis to launch new land sales as soon as the end of this year.
A plot measuring 40,902 sq ft at Choi Hing Road, Jordan Valley, will be made available via tender in the December quarter, enough to provide about 570 average-sized flats, according to the Secretary for Development Bernadette Linn Hon-ho.
That launch would come after the government rolled out a mid-sized residential plot – measuring 70,000 sq ft, providing about 780 flats – at the junction of Wing Shun Street and Texaco Road in Tsuen Wan in the previous fiscal quarter.
The plot in Kowloon was one of the eight residential sites that Financial Secretary Paul Chan Mo-po had earmarked for sale in the 2025-26 financial year in his budget speech in February. These plots were expected to provide about 4,500 private flats.
It was originally designated for government, institutional and community uses, but is currently undergoing rezoning, Linn said in a press conference on Thursday.
“The private market remains buoyant, and the government will continue to assess the situation carefully,” she added.
The lone Kowloon tender reflects the government’s efforts to attract developers to invest in the Northern Metropolis, the economic hub near the border with mainland China.

The government has maintained a cautious approach to land sales this quarter, offering only one urban residential site after last quarter’s single release, according to Alvin Lam, a director at Midland Surveyors.
With the property market’s upward trend and the strong response to the Tuen Mun site tender, coupled with the moderate scale and mature urban location of this Jordan Valley residential project, the latest tender is expected to attract significant interest from major developers, he said.
Based on an estimated land premium of HK$4,000 per square foot, the site was valued at around HK$1.47 billion (US$189 million). Around 10 bids are expected to be received, Lam added.
Linn, meanwhile, said supply levels have remained elevated for two consecutive quarters, with eight projects set to complete their lease modifications in the fiscal third quarter, which would provide another 4,570 units.
MTR Corp has also put its Tuen Mun A16 Station package one property development up for tender. The 601,132 sq ft site is estimated to provide a total of 1,280 flats. The tender is expected to close on November 5.
The city’s total private housing land supply in the fiscal third quarter is estimated to support the development of 6,420 flats, which would take the total to 12,430 units – or 94 per cent of the annual target – in the first three quarters of the government’s current financial year.
On the Hung Shui Kiu development in the Northern Metropolis, Linn said the government would be responsible for the construction of major infrastructure to ease the burden on developers.
She said the government has commenced the rezoning process to add an additional land parcel to a total of three private residential plots in the Hung Shiu Kiu area. These sites are expected to be up for public tender by the end of this year.
In his policy blueprint, Chief Executive John Lee Ka-chiu said the Northern Metropolis megaproject would have its own set of laws designed to speed up development, with statutory procedures simplified and some funding approvals allowed to bypass the legislature.
